About This Position
Position Description: ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Confers with Case Managers and Director to determine training needs of foster caregivers.
Designs and implements a regular ongoing program of activities to recruit appropriate prospective foster parents within the targeted area in collaboration with community institutions and service organizations.
Recruitment and development of homes for individual children with specific care needs.
Maintains records and data on all recruitment activities. Compiles data and analyzes past and current year training requirements for foster care givers to prepare budgets and justify funds requested.
Conducts licensing studies and makes recommendations to the Department regarding the issuance or denial of initial license/permit on behalf of applicants for foster family home licensure through Neighbor to Family, in accordance with all applicable statutes, rules, and procedures.
Conducts licensing studies and makes recommendations to the Department regarding the foster family home licenses and revocation of licenses when warranted on behalf of foster family homes supervised by NTF in accordance with all applicable statutes, rules, and procedures. Monitors the application of licensing standards to the individual care of specific children.
As mandated reporter of child abuse and neglect, ensures that suspected cases of abuse are immediately reported to the DCF Abuse Hotline and to the Program Director.
Investigates complaints of allegations of noncompliance with licensing rules and where applicable, develops corrective action plans to ensure that compliance is achieved and maintained. This includes interviewing resident children about allegations and monitoring foster parent compliance with corrective action plans.
Provides consultation to assist foster family home applicants/licensees in meeting and maintaining licensing requirements and in achieving programs of excellence.
Designs, arranges and coordinates programs of pre-service and on-going training for staff and foster care givers. This includes planning coordinating and/or implementing training on the individual care of specific children.
Submit the Foster Parent initial and re-licensing file to the Executive Director or Designee for review, approval and submission to the appropriate State agency.
Conducts interim monitoring/compliance visits, quarterly, at minimum. To foster family homes supervised by NTF to ensure continuing compliance with applicable statutes, rules, and procedures.
Maintains records and prepares monthly licensing reports to Program Director.
Keeps informed on new developments, methods, and techniques in the licensing training field.
Get trained in and become proficient in the use of the FL, GA, and MD Safe Families/Childrens Network(s) and registers all children and foster families in the Network.
Ensure background checks are performed for all foster families in accordance with applicable State Statutes.
Ensures families are immediately notified if they do not meet minimum licensing standards in writing or via phone.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE: Masters Degree in social work or related human services field. Experience in substitute care, foster parent recruitment and training. Three years of administrative experience, preferably in child welfare services.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have use of an automobile, appropriate insurance and a valid driver license for state employed. Must complete and maintain the Certified Child Protection Professional and PRIDE and/or MAPP training FL Only. IMPACT training required in GA.
OTHER REQUIREMENTS:
Valid driver's license for state employed, appropriate insurance.
Must submit to and pass a pre-employment drug test.
Must submit to and pass random drug tests during employment.
Must submit to and pass a background check.
Must complete 40 hours of staff development.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.
CULTURAL COMPETENCY: Ability to relate, understand, accept and interact in a culturally sensitive manner
LANGUAGE SKILLS: Ability to read, analyze and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of employees, managers, clients, and the general public.
