Marion County Juvenile Detention is looking for an additional Juvenile Program Assistant Supervisor to join our team as we plan for the opening of an additional 22-bed unit in detention. This is an excellent opportunity for experienced candidates to make a meaningful impact by supporting juveniles as they navigate the court process in a secure detention setting. The ideal candidate is compassionate, detail oriented, service-driven, and experienced in leading a team.
The Juvenile Program Assistant Supervisor typically works a complimentary schedule to the Detention Manager and other Juvenile Program Assistant Supervisor. Work occurs in a twenty-four (24) hour, seven (7) days a week detention facility which may require working day, swing and night shifts, weekends, and holidays. This is a full-time, exempt position.
GENERAL STATEMENT OF DUTIES
Assist with the management of one or more juvenile programs. Supervision of daily program operations and short and long-term program planning. Responsible for the safety and security of juveniles, staff, and when applicable the facility (i.e. Detention and Guaranteed Attendance Program).
SUPERVISION RECEIVED
Under the general supervision of a department supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness through the analysis of performance, reports, and conferences.
SUPERVISION EXERCISED
Positions in this classification exercise full supervision over a variety of employees. Assignment may include supervision of administrative, technical, and professional employees, trainees, and interns; participates in selecting new personnel, provides for training, evaluates performance, responds to grievances, and recommends personnel transactions.
- Supervise assigned staff; evaluate assigned staff and give supervisors input for job performance evaluations on other staff; address discipline issues; schedule staff coverage; reviews and approves payroll; authorize overtime; and evaluate workload.
- Assist in preparation of the annual budget for the program.
- Prepare and update program policies and procedures for the program; works closely with the supervisor and meets regularly with staff to coordinate, evaluate and discuss operation of assigned programs; trains staff on program policies.
- Direct and recommend activities and educational programming for youths.
- Confer with probation officers on individual problems of juveniles; confers with parents regarding the adjustments of their children and pertinent problems.
- Review paperwork prepared by the shifts assigned by supervisor.
- Address and monitor safety and security issues that relate to juveniles, staff, building or equipment; report issues to supervisor; assist in monitoring all accident and incident reports; follow department and program policies and procedures; and work with other county personnel (i.e. Risk Management, Facilities) to ensure safety compliance and facility and equipment maintenance.
- Respond to emergency situations and interact to diffuse aggressive situations; restrain combative clients when necessary.
- Provide tours for probation clients and local colleges; address the public regarding the facility and its programs.
- Assist in assuring facilities/programs are compliant with Criminal Justice Standards and Training requirements, OSHA requirements and departmental administrative rules, policies, and procedures.
- Prepare and submit reports as necessary or requested by supervisor or courts; exhibit clear communication both verbally and in writing; maintain confidentiality.
- Develop and maintain effective working relationships with coworkers, staff, clients, families, and the public; exhibit cooperative behavior.
- Obtain necessary operating permits; act as primary liaison between programs and the public/clients, established work projects, and make assessment of service clients.
- May work varied hours to observe work performance of staff on various shifts.
- Respond to after hour calls, act as supervisor in the absence of the incumbent.
- Perform other duties as assigned.
- Bachelor's degree in criminal justice, sociology, psychology, or a related field, AND
- Two years of experience working with justice-involved youth or related field, including one year of supervisory or lead work experience; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
- All positions must pass a basic criminal history check. Conviction of a crime may not necessarily prohibit employment. Some may require additional clearance, including but not limited to national or state fingerprinting, CJIS clearance (Criminal Justice Information Services), or ORCHARDS (Oregon Criminal History Abuse Records Data System).
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Additional Requirements Specific recruitments may require experience, specialized education, certifications, training, or licensures with time-sensitive expectations.
- CPR, first aid, and anaphylaxis shock certifications, within 60 days of hire.
- Bloodborne pathogens training within 10 days of hire.
- Able to work a flexible schedule, including weekends and holidays.
- This assignment is not represented by a union.
- This is a full-time position, which is not eligible for overtime.
- Typical Work Schedule: Monday through Friday, 24/7 schedule varies depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of techniques and practices related to behavior in an institutional, work skills training or group home setting; juvenile law in the state of Oregon; principles and practice of group management in juvenile offender supervision; programs designed to assist youth to learn behavioral management skills individually and in group settings; routine physical plant maintenance; risk model approaches to youth management; juvenile court process and practices; and the overall purpose and role of a juvenile department.
Ability to communicate effectively in both verbal and written form; supervise employees; maintain and promote effective working relationships with other agencies and the public; and to interpret juvenile court processes and practices to the public and other employees.
Skill to use a personal computer and software related to Marion County, juvenile programs and specific to the classification.

Operates a motor vehicle; sees using depth perception; able to perform take downs, search youth/clothing; rarely restraining out of control youth; stands; sits; moves about the work area; bends forward; stoops; climbs stairs; crawls; reaches overhead; lifts up to 75 lbs.; pushes/pulls and moves carts weighing up to 125 lbs.; carries up to 50 lbs. up to 25 feet; operates a keyboard; uses rapid mental/eye/hand coordination; may drag, grasp, twist, and turn during duties; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors; hears a normal level of speech; hears radio communications, sirens and loud speakers; works with noise and vibration; wet and uneven areas; climbs ladders; exposure to chemicals; high risk of exposure to OSHA Blood/Body Fluid (BBF) exposure.
