Position Overview

ZenPoint Solutions is seeking a Senior Oracle/Apex Developer to support an intelligence community/law enforcement customer. The organization is responsible for the administration and management of initiatives that are critical to the overall Finance Division and to the agency's overall financial management infrastructure. These initiatives encompass the selection, implementation, and sustainment of multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom applications, tools, and technologies needed to ensure the FBI's mission.

The successful candidate will possess a strong work ethic, outstanding communication and interpersonal skills, and meticulous attention to detail. This role requires a collaborative professional who can work seamlessly within a cross-functional team environment. The candidate will provide support for client applications employing the Oracle APEX application as well as provide technical support to the Section for rapidly changing requirements to maintain, support, and advance applications, systems, or infrastructure with existing or emerging technologies.

Clearance Requirement: Candidates must hold an active Top-Secret clearance if selected for this position.

Work Location: Washington, DC

Work Schedule (Onsite): Five (5) days a week onsite at the customer's facility

• Continue development & testing of Zero-Based-Resource-Allocation (ZBRA)/Budget Administration Services Ensemble (BASE) activities which support budget & procurement integration enhancement activities prioritized by Government staff.
• Support FFD and the UFMS team with annual, CR, or special Budget loads, as applicable.
• Troubleshoot and mitigate/resolve reported issues (as prioritized by Government staff);
• Generate and maintain overall ZBRA/BASE architecture; design and build the back-end database and data structures.
• Design/code the functions/procedures for the application.
• Design and build data-driven interactive web-based applications using Oracle APEX.
• Design and conduct development-level testing and support demonstrations and training activities for ZBRA/BASE deliverables (as prioritized by Government staff);
• Administer production database; monitor error messages, bug & problem reports.
• Architect, design and build prototype applications as proofs-of-concept or to demonstrate enhanced functionality.
• Collaborate with the Budget Section SMEs on enhancing the functionality of ZBRA/BASE and develop plans, system policies and procedures to more effectively satisfy the financial management needs of the agency Director, client enterprise stakeholders, and the agency Chief Financial Officer (CFO).

Required Qualifications

• Candidate must be a United States Citizen and present proof of Citizenship, if selected
• Bachelor's degree in a relevant field (Information Technology, Computer Science, Math, or Science fields preferred) or equivalent work experience
• 6+ Years of experience in application development
• Oracle Application Express (version 5.1 or higher) development experience
• Working knowledge of Oracle DDL syntax and PL/SQL language
• Understanding of, and experience with, Agile development methodology
• Experience with HTML, CSS, JavaScript, and jQuery for application customization.
• Experience with automating processes using APEX features or third-party tools.
• Strong analytical and troubleshooting skills.
• Excellent communication skills to interact with technical and non-technical stakeholders.
