Job Description

EEC Solutions is looking for a Manpower and Personnel Staff Representative - JECC J1 for an upcoming contract opportunity.

Job Description:

a. Summary of Responsibilities:

This position serves as the JECC J1's expert on manpower and personnel programs, integrating military and civilian human capital best practices to support strategic workforce planning, personnel issue resolution, and HR data analysis for the command.

b. Essential Duties and Responsibilities. This position:

● Provides analysis and recommendations to align manpower and personnel programs with organizational goals and future mission requirements; research best practices and propose strategic frameworks for leadership.
● Analyzes issues affecting assigned members and prepare draft correspondence and supporting documentation for government review.
● Facilitates communication between the command and Service Component personnel centers.
● Tracks and report on the status of ongoing personnel issues to government leadership.
● Analyzes the HR data environment; develop dashboards, metrics, and reports to improve leadership situational awareness of the force.
● Supports both military personnel management (assignments, promotions, evaluations) and federal civilian HR (recruitment, classification, employee relations) functions.

c. Minimum Qualifications:

* Required Education: Bachelor's degree from an accredited institution in Human Resources, Business Administration, Public Administration, or related field (preferred).

* Required Experience: Minimum 10 years of Federal government experience in Human Resources; experience on a Joint, Combatant Command (CCMD), or Service-level staff preferred.

* Required Certifications/Licenses: None specified in PWS.

* Preferred Qualifications: Demonstrated expertise in both military and federal civilian personnel management; Joint/CCMD/Service-level staff experience.

* This position requires an Active Top Secret security clearance with SCI eligibility. Must possess the clearance upon reporting for duty and maintain for the life of the contract.
