Job Description

Position Summary

The Prince George’s County Operations Manager is responsible for leading the day-to-day implementation, coordination, and supervision of Manna’s Prince George’s County initiative across the three currently operating service center locations. This position will manage existing food pantry operations while helping, in cooperation with other Manna staff, design, launch, and refine an expanded service model that includes TEFAP distribution, medically tailored food packages, and a choice market. By March 2027, the role will evolve to include oversight of a choice market serving up to 50 participants per day, with responsibility for ensuring a dignified, customer-centered, compliant, and efficient food access experience.

Essential Duties and Responsibilities

Program Operations and Site Supervision

  • Supervise and coordinate daily food pantry operations at service centers in Prince George’s County, ensuring inventory availability, ordering process effectiveness and data delivery.
  • Coordinate communications between the county, county service center staff and Manna staff and departments.
  • Provide direct operational oversight in Landover and regular support for and monitoring of other sites.
  • Serve as the primary on-site point of contact for county staff, Manna volunteers, food distribution partners, and internal program leadership.

  • Choice Market Development and Launch

  • In partnership with operations leadership and staff, coordinate the daily activities required to plan, build, soft launch, and fully implement a Choice Market in Landover, including space planning, equipment readiness, inventory flow, product display, customer intake, appointment scheduling, volunteer deployment, and service process development.
  • Support the development of a dignified, choice-based shopping experience that allows participants to select foods based on household size, dietary needs, cultural preferences, and available inventory.
  • Help establish operating policies, customer eligibility and intake procedures, shopping guidelines, product replenishment routines, and customer service standards for the Choice Market.
  • Monitor daily participation levels and operational capacity, with the goal of scaling the Choice Market to serve up to 50 participants per day after March 2027.

  • TEFAP and Food Resource Coordination

  • Coordinate the use of TEFAP resources across all three service centers, ensuring that eligibility screening, distribution procedures, recordkeeping, customer documentation, and reporting practices align with applicable program requirements.
  • Work with Manna’s food bank partner and internal program leadership to forecast food needs, place and coordinate orders, track deliveries, and supplement TEFAP resources with purchased, donated, or recovered food as needed.
  • Ensure food deliveries are received, inspected, stored, rotated, and distributed safely and efficiently, using appropriate inventory control practices and minimizing waste.
  • Maintain accurate records related to TEFAP participation, food inventory, pounds distributed, households served, and site-level distribution activity.

  • Service Model Development

  • Help develop and refine a coordinated service model that integrates TEFAP, Choice Market, and medically tailored food package services into a clear,
  • Support the development of training materials, standard operating procedures, site checklists, customer communication tools, and implementation timelines.
  • Collect feedback from staff, volunteers, partners, and customers to inform ongoing improvements to program design and delivery.

  • Staff, Volunteer, and Partner Coordination

  • Supervise, schedule, train, and support staff and volunteers assigned to pantry and Choice Market operations.
  • Coordinate volunteer coverage to support receiving, stocking, customer navigation, appointment flow, food distribution, and market operations.
  • Provide clear direction, coaching, and daily task assignments to ensure that all staff and volunteers understand procedures, safety expectations, customer service standards, and compliance responsibilities.
  • Build effective working relationships with county staff, partners, volunteers, and other stakeholders supporting the launch and ongoing operation of the program.

  • Data, Reporting, and Compliance

  • Use program data systems to support appointment management, customer intake, TEFAP compliance, inventory tracking, and reporting requirements.
  • Ensure timely and accurate collection of site-level data, including households and household members served, customers served by operating model, food distributed, and other required performance indicators.
  • Support quarterly reporting
  • Maintain compliance with food safety, confidentiality, civil rights, TEFAP, partner, and organizational policies and procedures.

  • Qualifications

  • Bachelor’s degree preferred.
  • Experience in food pantry operations, food distribution, nonprofit program management, logistics, public benefits programs, or community-based service delivery.
  • Experience supervising staff, volunteers, or multi-site operations strongly preferred.
  • Knowledge of TEFAP, food bank operations, customer choice pantry models, food safety procedures, inventory management, and data reporting preferred.
  • Demonstrated ability to coordinate complex daily operations, manage competing priorities, solve problems in real time, and maintain strong relationships with government, nonprofit, and community partners.
  • Strong written and verbal communication skills, including the ability to train staff and volunteers, document procedures, and prepare clear reports.
  • Proficiency with Microsoft Office and ability to learn customer intake, volunteer management, inventory, and reporting systems.
  • Bilingual English/Spanish skills preferred.

  • Physical and Schedule Requirements

  • Ability to work on-site regularly at all three Prince George’s County service centers, with primary presence expected at the Landover location during the Choice Market launch period.
  • Ability to lift, move, or assist with food boxes and supplies as needed.
  • Occasional evening or weekend hours may be required to support deliveries, volunteer activities, launch milestones, or special service needs.
