Project Manager

Federal Mechanical Contracts | Houston, TX | 50–60% travel

Owning the delivery of one or more active federal mechanical contracts, the Project Manager holds each assigned project accountable to budget, schedule, and contract commitments, from award through closeout and warranty, in partnership with the Superintendent and field team.

Deliver the project on schedule, on budget, and to scope.

• Own one or more active federal mechanical contracts end to end, from award through closeout and warranty.

• Own cost-to-complete on assigned projects and defend the number in variance review.

• Build and maintain project schedules, identifying which constraint requires attention first.

• Buy out the job: scope subcontractors and vendors, negotiate, and award.

• Price, negotiate, and defend change orders with the client.

• Run submittals, RFIs, and procurement, directly or through a Project Engineer.

• Own customer billing and subcontractor billing review on assigned projects.

Uphold contract, quality, and compliance standards.

• Own project safety performance alongside the field team.

• Manage subcontractor performance, addressing issues early rather than late.

• Run project meetings with BEI staff, subcontractors, and the client, closing each with decisions rather than notes.

• Coordinate with the Superintendent to keep field and office aligned on the same plan.

• Maintain a complete and current project record, since federal contracts run on documentation and claims are won on it.

Build client and industry relationships.

• Develop and maintain relationships with clients, vendors, and other industry professionals.

Qualifications.

• Two to five years managing commercial mechanical, HVAC, or plumbing construction projects.

• Federal or public sector experience a strong plus; otherwise, a willingness to learn how differently those jobs run.

• Fluency with contract drawings and specifications, and judgment for when the spec and the field disagree.

• Command of project cost: budgets, forecasts, change orders, and billings.

• Additional knowledge in plumbing, building automation, or other MEP trades a plus.

• Engineering or construction management degree preferred; equivalent field experience considered.

• Ability to travel 50–60 percent.

• Ability to obtain a federal facility access determination.

• Valid driver's license.

• Proficiency with Google Workspace, Oracle NetSuite ERP, Salesforce CRM, Bluebeam Revu, Procore, and other business or construction management software.

Travel and per diem: paid at the federal GSA rate, currently $68 per day for meals and incidentals, with lodging provided — roughly $9,500 a year, untaxed, on top of base.
