This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Oracle Fusion Cloud HCM Functional Consultant based in the United States.
This is a high-impact opportunity to support a large-scale federal HCM modernization program.
You’ll help migrate legacy HR systems to Oracle Fusion Cloud HCM in an enterprise SaaS environment.
The role combines functional consulting, federal HR expertise, configuration, testing, and implementation support.
You’ll work closely with HR stakeholders to translate complex requirements into effective system solutions.
The position spans areas such as Core HCM, Federal HR, Benefits, Absence, Time & Labor, Learning, and related processes.
You’ll collaborate with technical, data, testing, and delivery teams within an Agile environment.
Primarily remote, the role offers the opportunity to shape modern HR services for the federal workforce, with limited travel and occasional onsite needs.
- Gather and document requirements from federal HR stakeholders, conduct fit-gap analyses, and translate business needs into Oracle Fusion HCM configurations and functional designs.
- Configure and validate HCM capabilities across areas such as Core HCM, Federal HR, Benefits, Compensation, Absence, Time & Labor, and Learning.
- Apply federal HR regulations and policies, including Title 5, Title 38, GPPA, and OPM requirements, to system and configuration decisions.
- Configure federal benefits and compensation structures, including FEHB, FEDVIP, FERS, CSRS, TSP, FEGLI, GS, SES, Wage Grade, Title 38, locality pay, and special salary rates.
- Configure and validate leave, time, and attendance processes covering FMLA, military leave, compensatory time, credit hours, alternative work schedules, premium pay, FLSA determinations, and leave accruals.
- Support personnel action processing, position management, action and reason configuration, Nature of Action codes, and SF-50/SF-52 workflows.
- Apply and test Oracle application security, including roles, privileges, data security profiles, and Security Console configurations.
- Develop source-to-target data mappings, create HDL files, and validate migrated data through multiple mock conversion cycles.
- Define functional interface specifications and validate integrations with federal HR, payroll, benefits, staffing, and related enterprise systems.
- Develop and execute functional and regression test scripts, track defects, support UAT, and participate in parallel payroll validation and quarterly SaaS release testing.
- Create configuration workbooks, SOPs, training materials, job aids, and other functional documentation while delivering demonstrations and supporting train-the-trainer activities.
- Support deployment, cutover, Go/No-Go readiness, post-go-live validation, and hypercare activities.
- Coordinate with technical, data, testing, and delivery teams; independently manage assigned work, proactively escalate blockers, and recommend solutions.
- Participate in Agile ceremonies including PI Planning, sprint planning, backlog refinement, and sprint reviews.
- Bachelor’s degree with 5+ years of relevant experience; equivalent additional experience may substitute for the degree.
- U.S. citizenship and the ability to obtain and maintain a Public Trust clearance.
- At least one full HCM implementation lifecycle within a U.S. federal agency, from requirements through go-live and post-production support.
- 3+ years of hands-on functional configuration experience with an enterprise HCM application, preferably Oracle Fusion Cloud HCM.
- Functional expertise in at least one area such as Core HCM, Federal HR, Benefits, Compensation, Absence, Time & Labor, or Learning.
- Working knowledge of federal HR regulations, policies, and procedures, with the ability to translate them into practical system requirements.
- Experience contributing to at least one additional delivery discipline, such as requirements analysis, data migration, testing, training, or deployment.
- Strong analytical and problem-solving skills, with the ability to independently translate complex business requirements into functional configurations.
- Excellent written and verbal communication skills and the ability to collaborate effectively with business and technical stakeholders.
- Ability to work independently, manage priorities, and deliver high-quality work with minimal guidance.
- Hands-on Oracle Fusion Cloud HCM configuration, Oracle HCM Cloud certification, and experience with federal benefits and pay structures are highly desirable.
- Familiarity with SF-50 processing, Nature of Action coding, GPPA, OPM reporting, or legacy federal HR systems such as DCPDS and EmpowHR is a plus.
- Knowledge of Oracle tools such as FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Fast Formula, and Security Console is advantageous.
- Experience with quarterly SaaS release testing, Agile methodologies, federal civilian or DoD HCM programs, or an active Secret clearance is also beneficial.
- Competitive salary: Estimated national salary range of $75,200–$158,100, depending on location, experience, skills, education, certifications, and contract requirements.
