POSITION SUMMARY

The FOIA, Title VI and Records Retention Compliance Officer is responsible for overseeing the City of Greer’s compliance with the Freedom of Information Act (FOIA) and Title VI of the Civil Rights Act of 1964 and the records management and retention program. This position plays a crucial role in ensuring transparency, regulatory compliance, effective records governance and accountability in the municipality’s operations while protecting the civil rights of individuals and promoting equal access to programs and services. The Officer will manage public records requests, handle complaints of discrimination, and ensure that the City of Greer adheres to both federal and state laws regarding public information and civil rights.

This position works independently, under limited supervision, reporting major activities through periodic meetings. Reports to the Assistant City Administrator

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Serve as the primary point of contact for all FOIA requests.
  • Log, process, and monitor incoming FOIA requests for public records in compliance with applicable laws and deadlines.
  • Coordinate with various departments to gather responsive documents, review for completeness, accuracy, confidentiality, and ensure timely compliance with statutory deadlines.
  • Draft and issue responses to FOIA requests, including redactions, cost estimates, extensions, and exemptions as necessary under the law.
  • Maintain accurate records of FOIA requests, responses, outcomes, and documentation for audits and public reporting.
  • Monitor and report on FOIA compliance metrics to ensure efficiency and transparency.
  • Provide guidance and training to staff regarding FOIA procedures and requirements.
  • Serve as the City’s Title VI Coordinator.
  • Develop, implement, and maintain the organization's Title VI Program.
  • Ensure compliance with Title VI of the Civil Rights Act of 1964 and applicable federal and state nondiscrimination requirements.
  • Investigate discrimination complaints and coordinate complaint resolution.
  • Prepare and submit required Title VI reports and documentation to oversight agencies.
  • Coordinate language access services and Limited English Proficiency (LEP) initiatives.
  • Monitor compliance with public participation requirements.
  • Conduct periodic assessments to ensure equitable access to programs, services, and benefits.
  • Provide employee training regarding nondiscrimination requirements and civil rights obligations.
  • Develop, implement, and administer the organization's records retention program.
  • Maintain records retention schedules in accordance with state and federal laws.
  • Coordinate the retention, storage, retrieval, archiving, and lawful destruction of organizational records.
  • Ensure compliance with electronic records management requirements.
  • Assist departments with records classification and lifecycle management.
  • Conduct periodic audits to verify compliance with records retention policies.
  • Recommend improvements to record management systems and processes.
  • Coordinate records preservation activities during audits, litigation, or investigations.
  • Stay informed on changes in laws and regulations related to FOIA, Title VI, civil rights compliance and records management.
  • Work with legal counsel to address any litigation, disputes, or challenges related to FOIA requests or Title VI complaints.
  • Prepare clear, concise, and accurate written reports and documents related to both FOIA and Title VI issues.
  • Foster a culture of transparency and inclusivity within the municipality through outreach and education.
  • Participate in relevant committees, task forces, or working groups to advance the municipality’s compliance efforts.

Additional Duties:

  • Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
  • Continually stays up to date on all policy, procedure, and/or process changes.
  • Completes all work accurately, safely, and efficiently.
  • Keeps work area clean and safe.
  • Maintains any assigned equipment in safe and good operating condition.
  • Reports to Supervisor any suggested improvements or areas of concern.
  • Ensures professionalism and exceptional customer service during all interactions while performing job representing the City of Greer.
  • Exhibits strong ethical standards; ability to create trust and integrity with co-workers, customers, and community.
  • Adheres to Employee Handbook and other relevant policies and procedures.
  • Maintains regular and sustained attendance.
  • Performs other appropriate duties as assigned.

Hours: 8:00 AM to 5:00 PM, M-F; with additional hours as needed

Salary: Minimum $36.18 hourly; dependent on experience

Requirements:

EDUCATION, SKILLS, AND EXPERIENCE - REQUIRED

  • Bachelor’s degree in business administration, legal studies, political science, or other related fields.
  • Four (4) years of progressively responsible experience in public records management, civil rights compliance; or equivalent combination of education, training, and experience.
  • Knowledge of federal and state laws regarding FOIA, Title VI and civil rights protections
  • Must have a valid state-issued drivers’ license.

EDUCATION, SKILLS, AND EXPERIENCE – PREFERRED

  • Direct experience processing FOIA or public records requests or specialized training thereof
  • Direct experience in Title VI compliance or specialized training thereof
  • Certification in records management (e.g., CRM, CRA, or state RIM certification)
  • Experience with electronic records management systems (ERMS) or FOIA tracking software.
  • Experience in a government, regulatory, or compliance-focused environment
  • Training in information governance, data privacy, or legal research
