Overview
Serve as a subject-matter expert and consultative resource to University and Global Enrollment Management and Student Success (GEMSS) leaders and business owners on federal and state regulations (e.g., Title IV) and other compliance issues directly impacting the business areas of Enrollment Management (i.e., Financial Aid, Admissions, Registrar, Student Success areas, Institutional Research) that will inform compliant, efficient, and effective service delivery to the students and other stakeholders served by the University. Interpret policy, review practices across GEMSS, and recommend changes in business practices to ensure compliant and consistent application, efficiency and effectiveness in business process design, high-quality service delivery to students, and alignment with the University mission and resources. Lead compliance for the Family Education Rights to Privacy Act (FERPA) in collaboration with Registrar and provide related training and monitoring of practices. Oversight of reporting and audit activities involving Title IV and other regulations to ensure accuracy of data and timely submission across the Office of Financial Aid and other GEMSS areas. Conduct related compliance reviews and audits. Serve in a consultative capacity for other compliance administrators across the University including those in Office of Legal Counsel, University Compliance, Office of Academic Program Review and Assessment, Government Relations, Internal Audit and Enterprise Risk Management, and others. While the position reports to Global Enrollment Management & Student Success leadership, to ensure communication, integration and alignment with the greater University, serve as a key liaison to the Universitys Office of Ethics and Compliance. Maintain a dotted-line reporting relationship with the Chief Global Compliance Officer, ensuring institutional compliance strategies are integrated, consistent, and reflective of university-wide standards. Represent NYU at professional associations and other settings.
Responsibilities
Required Education:
Master's Degree in a related area (e.g., Higher Education Administration, MBA, MPA, etc.)
Preferred Education:
JD degree, PhD in Higher Ed or Policy, MBA with emphasis in higher education/Title IV, coupled with 7-10 years relevant experience with increasing responsibility NASFAA (National Association for Student Financial Aid Administrators) Certification.
Required Experience:
7+ years of relevant management experience with Financial Aid, Title IV and/or or Higher Education policy and compliance. Experience should exemplify a strong knowledge of Higher Education policy and practice.
Preferred Experience:
10+ years Prior work in similar compliance and/or leadership position with a focus on Title IV compliance and success; or 10 or more years of progressive experience providing legal counsel in higher education setting with emphasis on Title IV requirements; Department of Education leadership role, or auditor with significant Title IV expertise.
Required Skills, Knowledge and Abilities:
In-depth and subject-matter expert knowledge of Title IV regulations and ability to learn and provide similar guidance to other relevant regulatory areas as they apply to business practices within GEMSS (ie state laws, banking regulations). Ability to interpret and explain regulation to University leadership and colleagues. Possess working knowledge of regular report requirements for Title IV eligibility and an ability to analyze data required. Strong desire to collaborate and inform multiple constituents in a complex, ambitious university environment focusing on both traditional and innovative programs. Experience in writing and leading effective policy and procedure documents that represent both detailed processes and larger framework addressing strategic planning, unifying practices and business continuity while upholding compliance requirement. Experience in public speaking that reflects an ability to professionally represent the university and articulate position as needed in various high profile settings such as advisory boards, auditor sessions, addressing the media, university proceedings, etc. Excellent analytical skills, including the ability to translate information and needs into quantifiable action plans. Use of Federal Student Aid (FSA) systems.
Preferred Skills, Knowledge and Abilities:
Prior experience in providing formal legal assistance to Universities or integral experience with program reviews/audits, Dept of Education policy development.
Qualifications
In compliance with NYC's Pay Transparency Act, the annual base salary range for this position is USD $145,000.00 to USD $185,000.00. New York University considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and organizational considerations when extending an offer. This pay range represents base pay only and excludes any additional items such as incentives, bonuses, clinical compensation, or other items.
