About This Position

Performs difficult technical work overseeing the processing of payroll, preparing/reviewing reports, reconciling accounts, maintaining records and accounts, verifying accuracy of transactions and entries, and preparing/reviewing invoices, and related work as apparent or assigned. Work is performed under the general direction of the Controller.
  • Oversees bi-weekly payroll for all County employees.
  • Reviews and audits employee payroll maintenance reports, time entries, and personnel action forms
  • Works closely with Human Resources to ensure payroll software is functioning correctly
  • Monitors hours worked while maintaining compliance with policies, procedures, and applicable law.
  • Reviews direct deposit information and positive pay file to the bank.
  • Reviews biweekly tax payments and reports.
  • Reviews NC Retirement File (ORBIT) and the 401k file.
  • Reconciles the general ledger accounts associated with payroll and initiate payments for monthly bills.
  • Prepares journal entries for month end.
  • Assists in the preparation of annual audits related to payroll.
  • Analyzes and processes W-2’s, along with transmitting W-2 files to SS Administration and NC Dept. of Revenue.
  • Compiles complex information for the OPEB actuarial and LEO actuarial and sends to the consulting agency to prepare the report.
  • Prepares a variety of periodic financial and payroll related reports.
  • Reconciles, processes and submits quarterly 941 reports
  • Oversees accrual audits to ensure leave balances, adjustments and transactions are correct in the timekeeping system and the payroll software.
  • Provide customer service to departments and employees on payroll related inquiries.
  • Assists with preparations of department policies and procedures.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer. Performs related tasks as required.

Thorough knowledge of the principals and practices of payroll accounting as applied to county government; thorough knowledge of payroll processing, modern office practices and use of standard office and accounting equipment; ability to prepare complex financial reports, ability to analyze and evaluate complex financial systems; ability to communicate technical ideas both orally and in writing; ability to establish and maintain effective working relationships with associates; ability to operate standard office equipment and standard office productivity software.
Bachelor's degree with coursework in accounting, payroll, or related field and moderate experience in payroll within governmental accounting, or equivalent combination of education and experience.
