JOB SUMMARY

Works under the supervision and direction of the Campbell County Health (CCH) Chief Medical Officer (CMO) and Board of Trustees using independent judgement evaluates, organizes, directs and executes the activities of the CCH Recruitment Plan on behalf of the organization and its Board. Establishes effective recruitment and retention and talent solutions to meet established goals and objectives in support of the organization’s Mission, Vision, and Values. The physician recruiter will collaborate with members of Campbell County Health and the Medical Staff to proactively develop, recommend, and implement strategic, comprehensive, cost-effective talent acquisition strategies in accordance with the needs and goals of Campbell County Memorial Hospital and the Medical Staff. The physician recruiter will also establish goals and guidelines for provider recruitment, retention, and contract management for all providers.

ESSENTIAL FUNCTIONS

  • Stays current on recruitment and retention industry best practices.
  • Serves as a source of recruitment and retention information for Campbell County Hospital District (CCHD) stakeholders.
  • Establishes and maintains recruiting and retention budget and funds.
  • Recruiting
    • Codifies clinical needs and develops corresponding recruitment plan.
      • Develops, oversees, and evaluates effectiveness of required third party community clinical demand assessment process to identify current and future clinical needs within the CCHD.
      • Works with the CCH CMO and Medical Staff to identify current and future clinical needs within CCH.
      • In concert with the CMO, delineates the scope, services, and prerequisite skill sets necessary to meet current and future clinical needs identified by synthesis of both the third-party assessment process and internal CCH needs assessment translating clinical needs into discrete provider shortages by specialty, training level, and date of need.
      • Works with Campbell County Health Board of Trustees (BOT) Recruitment and Retention Committee through the CMO to validate identified provider needs.
      • Works with BOT to identify, scope, and delineate BOT approved recruiting and retention incentives.
      • Develops an innovative, comprehensive, and cost-effective written Provider Recruitment Plan to fill validated needs.
    • Manage full-cycle provider recruitment from validated need to onboarding of provider.
      • Understand, be conversant in, and provide a written duty description for each validated position.
      • Provide innovative advertising options and marketing materials to publicize each validated position.
      • Fosters strategic relationships with medical schools, residency programs and other medical training programs as necessary.
      • Attends national conferences when appropriate, and as approved by CMO, as a representative of the organization for promotion of provider opportunities.
      • Establishes and maintains contracts with outside recruiting or advertising services as needed.
      • Establishes and maintains a written candidate tracking system to ensure adequate internal communication and an efficient recruiting process.
      • Creates and completes the recruitment supporting documentation file for each recruited candidate to meet legal and potential audit requirements.
      • Manages full-cycle immigration process for candidates when applicable.
      • Maintains communications with candidates and their significant others as needed until their arrival.
      • Assists with relocation and transition of providers as necessary.
      • Maintains communications between local stakeholders of ongoing recruiting efforts.
    • Ensures initial contracting of recruits.
      • Initiates contract phase of recruitment.
      • Assists with negotiating and closing agreement.
      • Monitors deadlines during negotiating process to prevent unresolved conflicts.
  • Retention
    • Ensures onboarding process is scheduled, and new provider is effectively introduced to the process.
    • Monitors contracts for compliance and updates.
    • Monitors and assesses common provider satisfaction issues at CCH.
    • Establishes and manages processes to retain CCH providers.
    • Schedules and coordinates provider appreciation functions.
    • Ensures periodic provider contract updates and renewals are completed.
      • Initiates contract discussions as needed.
      • Assists with negotiating and closing agreement.
      • Monitors deadlines during negotiating process to prevent unresolved conflicts.
  • Acts as Site Administrator for National Health Service Corps (NHSC) and Bureau of Clinician Recruitment and Services (BCRS)
  • Assists CMO with administrative support for hospital physicians/ providers.
  • May lead and direct the work of others.
  • Works on special projects and initiatives as assigned.
  • Must be free from governmental sanctions involving health care and/or financial practices.
  • Complies with the hospital’s Corporate Compliance Program including, but not limited to, the Code of Conduct, laws and regulations, and hospital policies and procedures.

JOB QUALIFICATIONS

Education, Training, Experience:

  • Education: Associate degree preferred.
  • Licensure: Fellow, Association of Staff Physician Recruiters, (ASPR) within two years.
  • Experience: Minimum of three years of recruiting experience with experience in health care preferred.
  • Certifications required: See Cardiopulmonary Resuscitation Certification Policy and Certifications/Education Requirements Policy.

Knowledge, Skills, and Abilities:

  • The ability to maintain continuing education requirements and all certifications and licenses as required (e.g. ACLS, PALS, CPI, CPR) to maintain professional license.
    • Licensed professionals must strictly adhere to the ethical code of their respective discipline.
  • Strong knowledge of recruiting, experience in healthcare preferred.
  • Excellent interpersonal skills in communicating with applicants, hospital staff, physicians, hospital management, outside agencies and the public.
  • Able to consistently communicate positively under stress while managing an extensive workload.
  • Detail-oriented and outstanding administrative and organizational skills, professional telephone skills and a strong customer service mindset and style.
  • Applies critical independent judgment in dealing with a variety of situations and people.
  • Computer knowledge including software applications.
  • Possesses excellent writing, grammar, and communication skills.
  • Ability to handle various projects simultaneously with attention to accuracy and prioritization.
  • Analytical, reasoning, and interpretive skills with a high level of mental concentration and memory.
  • Able to comprehend technical medical terminology.
