Business Analysis and Facilitation SME

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Business Analysis and Facilitation SME in the United States.

This role sits at the center of federal digital transformation initiatives, where business analysis, facilitation, and Agile delivery converge to improve mission-critical government services. You will work across business, technical, and policy stakeholders to translate complex operational and immigration-related requirements into actionable solutions and implementation roadmaps. The position plays a key role in supporting large-scale modernization efforts, including workflow optimization, data integrity improvement, and automation enablement. You will facilitate cross-functional collaboration across federal agencies while ensuring alignment between business goals and technical execution. Acting as both analyst and facilitator, you will help shape requirements, guide Agile ceremonies, and support end-to-end delivery lifecycle activities. This is a highly collaborative, impact-driven environment suited for professionals who thrive in complex, fast-moving federal transformation programs.

Accountabilities
  • Facilitate cross-functional collaboration across USCIS, DHS, and partner stakeholders to align priorities, resolve dependencies, and support program execution.
  • Gather, analyze, validate, and document business, functional, and operational requirements, translating them into clear artifacts such as user stories, process flows, and specifications.
  • Conduct current-state and future-state analysis to identify process inefficiencies, risks, improvement opportunities, and data-driven recommendations.
  • Support Agile delivery practices by facilitating sprint planning, backlog refinement, retrospectives, governance sessions, and artifact development.
  • Develop and maintain key project documentation, including decision papers, roadmaps, implementation plans, RACI matrices, and executive briefings.
  • Support testing and deployment activities, including UAT coordination, readiness planning, stakeholder engagement, and post-implementation reviews.
  • Contribute to performance measurement by defining KPIs, metrics frameworks, and data requirements in collaboration with analytics teams.
Requirements
  • Bachelor’s degree in Business, Information Systems, Public Administration, IT, or a related field.
  • 8+ years of experience in business analysis, facilitation, process improvement, or related advisory roles in complex environments.
  • Experience supporting federal government programs, preferably within DHS, USCIS, or similar regulatory environments.
  • Strong knowledge of Agile frameworks such as SAFe, Scrum, Kanban, Lean, or human-centered design approaches.
  • Proficiency with tools such as Jira, Confluence, Microsoft Project, SharePoint, Teams, and data visualization tools (e.g., Tableau or Power BI).
  • Ability to translate complex technical, policy, and operational concepts into clear, actionable business requirements and documentation.
  • Strong facilitation, stakeholder management, analytical thinking, and written/verbal communication skills.
  • Ability to manage competing priorities, work independently, and deliver high-quality outputs in fast-paced environments.
  • Eligibility to obtain and maintain DHS suitability and public trust clearance.
