ABOUT THE DEPARTMENT

The Sheriff's Office is organized into five divisions: Custody, Services, Enforcement, Investigations, and Coroner.

The Custody Division includes the County Jail, the Annex Work Facility, and the Court Transportation facilities. The purpose of the jail is to incarcerate offenders while providing basic medical care for county, state, out-of-county, and federal prisoners who are ineligible to be assigned to alternative custody programs. The jail is a maximum-security facility that houses both pre-sentenced and sentenced persons.

The Services Division includes the local Office of Emergency Services, Personnel and Hiring, Background Unit, Internal Affairs, and Records Unit.

The Enforcement Division handles all patrol-related matters. The Enforcement Division is responsible for municipal law enforcement services within the City of Shasta Lake. The Animal Regulation Unit is also under the Enforcement Division of the Sheriff’s Office.

The Investigations Division includes the Major Crimes Unit, Crime Lab, Shasta Interagency Narcotics Taskforce (SINTF), Marijuana Eradication Team (MET), and the AB109 Compliance Team. The Major Crimes Unit augments patrol and investigates property crimes, crimes against people including homicide and sexual assault, and other in-depth investigations. The other units such as SINTF, MET, and the AB 109 Compliance Team augment the Major Crimes Unit along with handling drug-related offenses, probation offenses, parole offenses, and other investigations, as assigned.

The Sheriff is also the County Coroner; therefore, the Coroner’s Division is responsible for investigating sudden, violent, unusual, and unexpected deaths when the decedent has not been recently seen by a physician. The Coroner’s Division is commanded by a Lieutenant who serves as the agency’s Chief Deputy Coroner.

ABOUT THE POSITION

SPECIAL NOTE: An individual will be required to pass a background investigation relevant to working in a law enforcement office or facility prior to be hired.

Under direction of a Station Lieutenant or Division Commander, to plan, supervise, direct, lead, and train assigned personnel in law enforcement, crime prevention, investigative, and special unit duties; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

A Sergeant has the first-line supervisory responsibility over subordinate personnel in any division of the Shasta County Sheriff’s Office, which includes but is not limited to the Enforcement Division, Services Division, Coroner Division, and Custody Division. Sergeants may also be assigned to supervise detectives, special units, or assigned non-sworn personnel, and are responsible for the job duties listed below.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

Plans, directs, leads, supervises, and coordinates personnel on an assigned shift; assists in the preparation of Special Teams and Collateral Assignments; assists in implementing and enforcing operational and administrative policies and procedures; conducts periodic staff inspections of personnel and equipment; acts as liaison with other sections, outside agencies, the public, and between management and subordinate personnel; monitors the performance of subordinate personnel and prepares evaluations; prepares regular and special reports; may coordinate departmental training activity; may be assigned a variety of administrative duties related to background and internal affairs investigations, personnel, and coordinates activities under the direction of the Sheriff; assumes responsibility for the command of Special Teams and Collateral Assignments during the absence of those of higher rank; on an assigned shift, supervises patrol personnel involved in answering calls for protection of life and property, pursuing suspects, and making arrests; assigns patrol vehicles; may supervise and participate in the protection of people using the waterways of Shasta County; may coordinate the activities of sworn and civilian personnel in planning for and dealing with emergency and hazardous situations within the County; supervises and conducts investigations on major crime cases; reviews cases and assists subordinates in preparing cases for prosecution; may assign major cases to appropriate personnel; organizes and participates in the surveillance of suspects; gathers and coordinates intelligence information.

If assigned to the Transportation and/or Alternative Custody Program within the Custody Division: Supervise Deputies, Correctional Deputies, Public Safety Services Officers, and any other staff assigned to the Custody Division; supervise intakes and releases; take charge in emergency situations; instruct personnel in jail operations in accordance with the minimum jail standards of California; review bookings and other daily paperwork; coordinate transportation of inmates, ensure compliance with Title 15 regulations, and other applicable state laws and policies.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Divisions, functions, responsibilities, regulations, and procedures of the Shasta County Sheriff's Office; modern police methods and procedures, including patrol, crime prevention, and basic investigation and identification techniques; laws pertaining to search and seizure, arrest and interrogation of suspects; criminal law, rules of evidence, and presentation of evidence in criminal cases; techniques of criminal investigation and methods of identifying and preserving evidence; laws, rules, and regulations; basic principles and techniques of supervision and training; and the proper operation and care of Sheriff's Office firearms and equipment.

Ability to: Lead, plan, assign, instruct, and supervise the work of subordinate staff in all four-divisions of the Sheriff’s Office and direct the training of subordinate staff; prepare clear, concise, and comprehensive written reports; obtain information through interview, interrogation and observation; enforce state and local laws and departmental policies firmly and impartially; establish and maintain effective relationships with those contacted in the course of work.

MINIMUM QUALIFICATIONS

Five (5) years of law enforcement experience.

SPECIAL REQUIREMENTS

Possession of a valid California driver’s license.

Must meet the requirements to qualify for a P.O.S.T. Intermediate Certificate at the time of application.

Possession of certification required within one (1) year from date of appointment.

Satisfactory completion of the P.O.S.T. Supervisory Course within one (1) year from date of appointment.

Investigative experience and/or sixty (60) college units preferred.

Benefits:

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:

  • 12 paid holidays (96 hours) per year.
  • 1 Floating holiday annually.
Vacation:
  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day does not include overtime.

Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to eighty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in Article 14.D in the DSA-DSS-DAI MOU.

Sick Leave:
  • 96 hours of sick leave are earned each year with no maximum accrual.
    • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
    • Unused sick leave may be converted to PERS service credit upon retirement.

Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.

Bereavement:
  • 24 hours paid leave for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance.
Depending on the plan selected, the County pays most of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For DSA-DSS/DAI employees the current coverage amount is $40,000.

Additional Life insurance is available to purchase through Aflac.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS).
  • Members hired prior to May 8, 2011 are covered under the retirement formula of 3% @ 50 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 3% @ 55 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2.7% @ 57.
Please review the specific MOU for stipulated retirement formulas.

Employees pay 15.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.

Miscellaneous:
  • Deferred Compensation plans available through specified companies with employer match up to 3%.
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
  • Optional additional insurance products are available through Aflac.
  • Longevity Pay eligibility review available after 3 years, 10 years, 15 years, and 12 years of continuous service with Shasta County (percentages are non-cumulative).
  • Sheriff’s Office Uniform – Items the department deems as necessary will be provided to the employee as a New Hire. Unit employees will receive an eight-hundred-dollar Uniform Allowance lump sum each year (may be pro-rated depending on dates of service).
