Job Description
MAIN FUNCTION:
Provides functional recruitment and selection support for health system. Actively sources candidates for nursing positions (RN and LPN) in the hospital and outpatient environment.
REPORTS TO: VP of Human Resources and CNO
REQUIRED JOB SPECIFIC COMPETENCIES: Demonstrates the ability to work independently and exhibits flexibility in decision making and prioritizing assignments. Demonstrates the ability to develop and maintain collaborative working relationships. Actively guards the confidentiality of sensitive information including but not limited to associates, patients, and the health system. Demonstrates skills in sourcing and selecting candidates, proactively recommending and implementing effective recruitment and retention strategies. Proactively and creatively assesses client’s needs to ensure that services are high quality and cost effective. Exhibits ability to function effectively with minimal supervision in a high-volume setting. Requires ability to work in offsite locations as needed.
DUTIES AND RESPONSIBILITIES:
RECRUITMENTParticipates in the development, implementation and evaluation of recruitment activities for nursing practice.- Ensures that new associates and temporary staff are compliant with organizational and regulatory agency regulations.
- Participates in job fairs, college recruitment events and open house opportunities for applicants. Participates in organizational recruitment and retention efforts.
- Lead the creation of a recruiting and interviewing plan for each open position. Efficiently fill open positions. Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation. Develop a pool of qualified candidates in advance of need. Research and recommend new sources for active and passive candidate recruiting. Build networks to find qualified passive candidates.
- Source culturally diverse applicants, leveraging a variety of methods including school partnerships, professional organizations, networking.
- Maintain Noyes website recruiting page to assist in recruiting nursing talent.
- Communicate with managers and employees regularly and source new candidate leads.
- Support hiring managers with interview tools, decision matrices and other tools used to defend Noyes decision making process.
- Maintain all pertinent applicant and interview data in the HRIS for Affirmative Action Plan.
- Negotiate with and educate candidates on Noyes benefits, culture and career opportunities.
- Prepares offers, wage theft notices, and arranges for applicants to return all required employment paperwork (I-9), licensure, CPR)
- Performs a wide variety of duties in support of nursing hiring departments.
- Requires independent action, use of judgement, decision making, creativity, innovation, resourcefulness and planning.
ONBOARDING
- Responsible for medication administration exam and remediation, tracks and trends all participant data to assure non-discriminatory application. Collaborates on evolving pre-employment requirements.
- Establish partnerships with hiring managers to welcome nursing new hires with a well-designed orientation plan. Handoff new hires to managers after core orientation.
- Coordinates medical record access where necessary and navigates to appropriate EMR classes.
RETENTION
- *Mentors and supports new hires to facilitate a positive transition and foster professional growth. May coordinate appropriate placements to maximize retention of talent. Serve as a resource to nursing department staff regarding career development opportunities.
- Assists with development and implementation of efficient workflow and process within department
CONTACTS:
- Extensive contact with Associates, department leaders, applicants, vendors, and community members. In-person, written and telephone contact.
- Provides customer service to support the organization through consistent application of policies and procedures.
- Contacts may involve dealing with persons of substantially higher rank on matters requiring explanation, discussion and persuasion and obtaining approvals.
- Excellent interpersonal, organization and communication skills required.
WORKING CONDITIONS:
- Normal office working conditions; noise from computer, telephone. Extensive sitting, standing and walking.
- Occasional exposure to clinical healthcare environment.
- Requires ability to travel to offsite settings.
- May provide direct patient care when necessary.

Requirements:QUALIFICATIONS:
- PHR, SPHR or CHHRA preferred.
- Registered nurse with three years of clinical experience.
- Bachelor’s degree required
- Requires one year’s previous human resources and recruiting, or program management in a healthcare environment.
- Position requires compliance focus at all times, with DOL, OFCCP, NY Office of Professions etc. The position is responsible for compliance with ADA and application of all relevant employment laws governed by NYS Division of Human Rights.
