The Emergency Management Specialist serves as an important part of the Corporate Emergency Management team by supporting RWJBH affiliates in preparing for, responding to, and recovering from emergencies and events that may impact healthcare operations. This role combines emergency management expertise, planning, education, training, exercise development, regulatory preparedness, logistics, and operational support to help protect patients, staff, visitors, property, and the continuity of healthcare services. The Emergency Management Specialist assists with Emergency Operations Plans, emergency management exercises, regulatory surveys, emergency equipment and resources, communications systems, and emergency operations while supporting the Emergency Management leadership team and affiliates across the health system. Strong organizational skills, critical thinking, collaboration, communication, adaptability, and the ability to work effectively with teams across the organization are critical to success in this position.

As an Emergency Management Specialist, a typical day might include the following:

Supporting RWJBH affiliates with the development and implementation of annual Emergency Management training and exercise programs that meet CMS, New Jersey Department of Health, and Joint Commission/DNV requirements

Designing, coordinating, facilitating, and evaluating Emergency Management exercises to assess preparedness, identify opportunities for improvement, and strengthen emergency response capabilities

Supporting affiliates with the development, review, and maintenance of current and effective Emergency Operations Plans (EOPs) that comply with New Jersey Department of Health and applicable national emergency management requirements

Assisting with the development and maintenance of EOP annexes addressing specific hazards and emergencies, including pandemic influenza, hospital evacuation, utility disruptions, and other identified risks

Providing education and training to staff and organizational stakeholders on emergency preparedness, response, recovery, and related emergency management procedures

Assisting affiliates with the inventory, maintenance, and operational readiness of Emergency Management equipment and supplies

Supporting the maintenance and operation of emergency management technology and communications systems, including the Mass Notification System, D4H Operations Center/Equipment Manager, and Mutualink LNK360 communications software

Assisting Corporate Emergency Management and affiliates with the maintenance and operational readiness of vehicles and trailers assigned to Emergency Management

Supporting preparation for regulatory agency surveys and audits by assisting affiliates with documentation, training, exercises, policies, plans, and other emergency management requirements

Assisting with staffing and operational support for the Corporate Emergency Operations Center (EOC) when activated

Supporting the Emergency Management AVP/Director/Assistant Director with department financial activities and helping maintain operations within established budgets

Assisting Emergency Management leadership with the development, implementation, and monitoring of annual goals, objectives, and long-range plans that align with the health system’s mission and strategic priorities

Analyzing and synthesizing data to support emergency management planning, training, exercises, regulatory compliance, and continuous improvement

Collaborating with Human Resources, Security, Information Technology, Communications, and other critical internal stakeholders to support emergency preparedness and organizational resilience

Using Microsoft Office applications, virtual meeting platforms, incident management systems, mass notification systems, communications tools, and inventory management software to support Emergency Management operations

Maintaining knowledge of specialized Emergency Management equipment, systems, procedures, and applicable regulatory requirements

The Emergency Management Specialist role might be for you if:

You have strong emergency management experience and understand the principles of preparedness, mitigation, response, recovery, and incident management

You enjoy developing and delivering educational and instructional programs and can communicate emergency preparedness concepts effectively to diverse audiences

You are comfortable designing and facilitating exercises, evaluating outcomes, and using lessons learned to strengthen emergency preparedness programs

You have strong analytical and problem-solving skills and can synthesize information from multiple sources to support effective decision-making

You are an effective collaborator who can build productive relationships with Human Resources, Security, IT, Communications, leadership, and other internal stakeholders

You are comfortable working with remote teams and can motivate, support, and inspire others while maintaining accountability for assigned initiatives

You demonstrate strong oral and written communication skills and can represent Emergency Management professionally across the organization

You are proficient with Microsoft Office Suite, including Excel, PowerPoint, and Word, as well as virtual meeting and communication tools

You are comfortable learning and using incident management, mass notification, communications, and inventory management software

You demonstrate strong change management, leadership, organizational, and collaboration skills

You demonstrate personal and professional standards of integrity, compassion, accountability, and professionalism

You are adaptable and comfortable supporting changing priorities, emergency operations, regulatory requirements, and system-wide initiatives

You are able to maintain the physical fitness necessary to perform the essential functions of the position in accordance with applicable health and safety requirements

This is a Full-Time position.

To be considered for this opportunity, you must have at least a Bachelor’s Degree in Emergency Management, Public Administration, Health Services Administration, Business Administration, Crisis Management, or another closely related field. Applicants who do not possess the required degree may substitute additional field or management experience on a year-for-year basis. A Master’s Degree in a related field, including Emergency Management, Public Administration, Health Services Administration, Business Administration, or Crisis Management, is preferred.

You must possess and maintain a valid, unencumbered Driver’s License and a valid AHA BLS certification. Required Emergency Management credentials include Hazardous Materials Awareness, Hazardous Materials Operations, Incident Command System (ICS) I-100 and I-200 upon hire, ICS I-300 and I-400 within one year of hire, ICS L-449 Train the Trainer within one year of hire, National Incident Management System (NIMS) I-700 and I-800, and completion of the Homeland Security Exercise and Evaluation Program (HSEEP) within one year of hire.

NJ Certified Emergency Manager (CEM), International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM), and/or FEMA Emergency Management Basic Academy certification is preferred. Additional preferred credentials include Hazardous Materials Awareness Instructor, Hazardous Materials Operations Instructor, and FEMA Hospital Emergency Response Team Provider/Instructor.

A minimum of three years of Emergency Management experience is required, along with demonstrated experience delivering educational or instructional programs. Experience with healthcare regulatory requirements and regulatory chapters is preferred. Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Word, as well as incident management, mass notification, communications, and inventory management software is preferred.
