The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting a Housing Specialist II to join our team. SNRHA provides affordable housing to low- and moderate-income households through its public and affordable housing programs. Position Summary

The Housing Specialist II is responsible for the day-to-day operations of one or more of SNRHA’s public housing developments. They perform administrative and clerical duties required to keep the day-to-day operations running smoothly within the assigned site while assisting in meeting the department's occupancy and financial goals. The housing specialist also supervises lower-level staff, vendors, and contractors who complete assigned work on-site in the asset manager's absence.

Duties and Responsibilities

This announcement summarizes typical job functions and does not list all duties and responsibilities. This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.

  • Assist in implementing and monitoring agency and site goals, policies, and objectives.
  • Perform a wide variety of general clerical duties, including organizing, compiling, and recording various data and resident files; prepare leases and/or lease addenda; conduct annual and/or interim eligibility reviews; receive and respond to telephone calls; and respond to routine requests for information in an accurate and timely manner.
  • Prepare or assist in technical and financial reports on operations and activities of the property weekly and bi-monthly as required by the supervisor. These reports include (but are not limited to) vacancy reports, aged receivable reports, rent surveys, and status reports for assigned property.
  • Show and rent apartments, including, but not limited to, preparing a model, showing prospective residents a model, keeping a guest card/log of visitors, reviewing vacancies and notifying applicants of SNRHA vacancies, explaining SNRHA rules and regulations/lease agreement, conducting pre-occupancy unit inspections, conducting move-out inspections, and providing excellent customer service to all current and prospective residents.
  • Determine resident compliance with the SNRHA lease and ACOP.
  • Review records for rent adjustments and audits; audit resident accounts; verify family income and composition review; and calculate rent amounts and revisions; communicate the same to residents accurately and timely, as outlined in SNRHA policies and procedures.
  • Perform grounds, building, common areas, and unit inspections when directed by the Asset Manager.
  • Help the manager conduct and coordinate regular physical maintenance inspections. This includes, but is not limited to, move-in, move-out, annual, quarterly, and periodic housekeeping inspections, and preventative maintenance inspections.
  • Accurately enter tenant information into YARDI systems.

This position is eligible to participate in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.

Minimum Qualifications

Minimum qualifications help identify candidates most likely to perform successfully in the role. Meeting the minimum qualifications does not guarantee an interview; however, applicants will be further evaluated to determine the extent to which they meet the position’s requirements and align with the agency’s immediate needs. Applicants should demonstrate the following:

Education, training, and work experience:

  • High school diploma or GED.
  • Two (2) years of relevant program eligibility experience working in the public sector, social service agencies, and/or private property management firm.
  • Experience working with homeless or other vulnerable populations.
  • Excellent interpersonal and communication skills with the ability to effectively resolve conflicts, negotiate solutions, solve problems, manage crises, prioritize tasks, and maintain strong organizational skills.

Licenses and Certifications

A Valid Nevada Driver’s License, or the ability to obtain one

Preferred Qualifications

Preferred qualifications are desired above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials. Preference may be given to applicants who possess the following preferred qualifications:

  • Experience with interactive interviewing techniques and social service case management
  • Experience working with a housing authority
  • General knowledge of social services available to vulnerable populations
  • Rent Calculation certification
