Testing Manager
Program Area: DLA Enterprise Testing Support
Clearance: Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) investigation
Position Summary:
Nationwide IT Services, NIS, is seeking a Testing Manager who will lead and manage enterprise-level testing activities supporting DLA BCAT programs and Enterprise Applications and Business Systems throughout the complete acquisition and system development lifecycle.
The Testing Manager will supervise a team of Testing Specialists and coordinate closely with J62 Portfolio and Program/Project Managers, Systems Engineering personnel, System Integrators, and other J6 stakeholders to develop and execute comprehensive testing strategies encompassing developmental and operational testing, system, functional, integration, regression, performance, stress, automated, and Section 508 testing.
The position will provide overall leadership for testing governance, standardization, automation, defect management, release readiness, and implementation of DLA Digital Strategy initiatives.

Key Responsibilities:
- Lead and supervise Testing Specialists executing complex enterprise software testing programs.
- Develop and manage overall test strategies, objectives, methodologies, schedules, resources, test cycles, test plans, and detailed test objectives.
- Translate complex program, system, functional, and technical requirements into measurable and executable test objectives and test cases.
- Lead Test and Evaluation Master Plan (TEMP), Developmental Test and Evaluation (DT&E), Operational Test Readiness Review (OTRR), and Operational Test and Evaluation (OT&E) activities.
- Support IPTs, Working-Level IPTs, technical reviews, PMOs, and Systems Engineering organizations throughout the acquisition lifecycle.
- Coordinate enterprise testing for operating system upgrades, application rollouts, interfaces, APIs, and Enterprise Business System releases.
- Assess system performance against established requirements and provide Government leadership with clear findings, risks, recommendations, and release-readiness assessments.
- Manage system, functional, regression, integration, end-to-end, acceptance, performance, stress, automated, and Section 508 testing.
- Oversee requirements traceability, verification and validation, defect management, configuration control, and testing documentation.
- Lead testing support for ERP, API, COTS, GOTS, ServiceNow, SAP, Oracle, cloud, Microsoft, RPA, AI, and other enterprise technology platforms.
- Establish and standardize automated testing policies, methodologies, processes, tools, and practices across the enterprise.
- Oversee development, maintenance, and execution of automated test cases and scripts using designated testing tools.
- Guide automated testing tool research and evaluation, including capability assessments, limitations, cost-benefit analysis, risk, quality, and implementation considerations.
- Oversee enterprise defect tracking strategies to ensure pre-production issues are identified, analyzed, documented, escalated, and resolved before deployment.
- Coordinate Section 508, Assistive Technology, security, and Information Assurance testing and compliance activities.
- Analyze testing and defect data to identify trends, risks, recurring issues, and opportunities for process improvement.
- Brief Government and program leadership on testing status, high-priority defects, risks, performance results, readiness, and recommended corrective actions.
- Promote standardized testing practices across J62 Portfolios and other J6 organizations in support of DLA Digital Strategy, Agile, DevSecOps, automation, and emerging technology initiatives.
- Five (5) years of relevant experience.
- Demonstrated experience supervising test specialists and managing complex software testing programs.
- Experience testing software applications, including system, regression, acceptance, end-to-end, performance, and automated testing.
- Experience developing comprehensive test strategies, plans, methodologies, schedules, objectives, and test cases.
- Experience translating complex program requirements into testable objectives.
- Experience developing and maintaining test cases using automated testing tools.
- Experience working within Agile development environments.
- Knowledge of System Operations, Systems Engineering, and DevOps/DevSecOps integration.
- Detailed familiarity with commercial testing environments, testing tools, methodologies, and operating procedures.
- Experience independently assessing system performance against requirements and presenting findings and recommendations to stakeholders.
- Relevant certification from a nationally recognized technical authority.
- Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) investigation at the time of proposal submission.
- Experience supporting DLA or other DoD BCAT programs and Enterprise Business Systems.
- Experience with DT&E, OTRR, OT&E, TEMP development, IPT/WIPT activities, and acquisition lifecycle testing.
- Experience testing ERP, API, COTS, GOTS, SAP, Oracle, and ServiceNow solutions.
- Experience with automated testing tools and platforms such as ServiceNow ATF, OATS, UiPath/RPA, and related enterprise automation technologies.
- Familiarity with DLA Digital Strategy, AAF, Enterprise Architecture, Agile, DevSecOps, cloud technologies, AI/RPA, Microsoft Power Platform, and Power BI.
- Experience managing Section 508, accessibility, security, and Information Assurance testing.
- Strong written and verbal communication skills with demonstrated ability to brief technical results, risks, and recommendations to Government and senior leadership.
