Job Description

This position will work closely with the Human Resources Analysts and Human Resources Manager. Work will naturally flow to and from the HR Coordinator via established processes, or when escalation is needed, to an HR Analyst or the management team.
Please note: This position is required to work in office, Monday - Friday, until 5pm. A final schedule will be discussed prior to an appointment date.
TENTATIVE TIMELINE
We anticipate sending out Spark Hire one-way video interview invitations no later than the week of July 27th, with formal interviews scheduled for mid-August, and a tentative start date in September. This is subject to change at any time.
IN THIS ROLE, YOU WILL:
- Lead full-cycle recruitments for positions across the organization, from temporary and part-time roles to full-time positions. You will prepare job announcements, screen applications, coordinate interviews, conduct background checks, and ensure hiring processes comply with City policies and applicable laws.
- Coordinate new employee onboarding by preparing employment documentation, ensuring required compliance training is completed, facilitating orientation activities, and partnering with departments to create a positive and organized onboarding experience.
- Coordinate and deliver employee training programs on a routine human resources, workplace, and safety topics. Responsibilities include scheduling training sessions, preparing training materials, facilitating employee orientation and other required training, maintaining online learning content and training records, tracking completion requirements, and ensuring compliance with applicable laws, regulations, and City policies.
- Support the City's safety programs by coordinating required training, maintaining safety records, assisting with safety initiatives, following up on action items, and partnering with departments to promote a safe workplace.
- Coordinate administrative activities associated with regulatory compliance programs, including the Hearing Conservation Program and the CDL/DOT Drug and Alcohol Testing Program. Responsibilities include scheduling required testing and training, maintaining records, tracking compliance deadlines, and supporting program administration.
- Serve as a staff liaison for the Central Safety Committee, coordinating meetings, agendas, documentation, follow-up activities, and committee initiatives.
- Assist with insurance (liability/property) and risk management activities, including coordinating third-party liability and first-party property claims, assisting with annual insurance questionnaires, maintaining insured property schedules, and serving as a liaison with the Washington Cities Insurance Authority (WCIA).
- Support organizational performance management by administering the City's annual performance evaluation process, maintaining evaluation workflows within NEOGOV, providing procedural guidance to supervisors, and monitoring timely completion.
- Maintain proficiency in the City's human resources technology platforms that support the employee lifecycle. Responsibilities include assisting users, maintaining system records, troubleshooting routine issues, coordinating system processes, and supporting implementation of new features. Systems include NEOGOV (Insight, Attract, Onboard, Learn, Perform, eForms), PowerDMS, Tyler Enterprise ERP, Spark Hire, SkillSurvey, Alliance2020, VelocityEHS, and other evolving HR technologies.
- Provide exceptional customer service by serving as the initial point of contact for a variety of human resources and risk management inquiries, independently resolving routine issues and coordinating or escalating more complex matters to Human Resources Analysts or management as appropriate.
- Assist with employee relations and leave administration by responding to routine questions, coordinating documentation, tracking deadlines, preparing correspondence, and escalating complex issues to Human Resources Analysts or management.

WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- A Bachelor's degree in Human Resources/Business Administration, or closely related field, AND
- Two (2) years of progressively responsible experience in human resources, risk management, recruitment, benefits administration, safety, or closely related field.
- A combination of education, experience, and training that indicates the ability to successfully perform the essential functions of this position.
- Have experience using NEOGOV, especially if you are a current or previous system administrator
- Have experience using Tyler Enterprise ERP
- Have experience using the FMCSA Clearinghouse and/or working with AWC's Drug & Alcohol Consortium
