Job Description

Description:

We will also consider Remote / Hybrid work.

Who We Are

Driven by transparency, integrity, and a commitment to health equity, JAXSCO is a purpose-driven healthcare management and consulting partner for community-based organizations that traditional healthcare often overlooks. We empower HIV-service organizations, STI prevention programs, LGBTQIA+ clinics, FQHCs, and public health departments by strengthening 340B programs, managing pharmacy and clinic operations, and deploying telehealth solutions to ensure underserved populations receive essential care. Unlike traditional for-profit firms, JAXSCO reinvests a significant portion of its net income directly into partner organizations and their communities, measuring success by our partners' operational efficiency, financial sustainability, and lasting community impact. If you're passionate about making a meaningful difference in patients' lives and driven by the opportunity to strengthen the nonprofits that serve them, JAXSCO is the place for you.

What You’ll Do (Job Summary)

The 340B Program Manager supports the JAXSCO 340B Program Management portfolio and supports covered entities' individual 340B programs through the services included in their executed agreements. Operating in a fast-paced environment, this role provides strategic oversight, daily support, ongoing monitoring, reporting, analytics, and compliance guidance for assigned client accounts to support program integrity and identify opportunities for financial optimization.

Serving as a key liaison between internal leadership, covered entities, payers, non-profits, and community partners, the 340B Program Manager coordinates contracted services and provides advisory recommendations for continuous compliance and improvement. The role supports alignment with applicable Health Resources and Services Administration (HRSA) requirements, identifies operational risk, and identifies data-driven opportunities to maximize return on investment (ROI) while maintaining compliance standards. This is a non-clinical role; clinical judgment and patient, provider, pharmacy, and referral decisions remain with the covered entity and its providers.

Essential Job Functions

  • Manage ongoing covered entity account relationships, providing strategic guidance, daily support, performance reporting, and facilitation for monthly leadership meetings, quarterly reviews, and 340B oversight committees.
  • Serve as the primary liaison between internal execution teams and external stakeholders, including covered entities, healthcare providers, non-profits, and community partners.
  • Maintain subject matter expertise on Section 340B regulations, rulings, and proposed changes, assessing organizational impact and providing timely updates and recommendations to support compliance.
  • Conduct internal compliance, optimization, and monthly claims sampling reviews across patient eligibility, provider relationships, contract arrangements, federal registrations, referral documentation, Medicaid billing, and accumulation logic.
  • Prepare and support covered entities for and during HRSA and external audits by conducting mock assessments, performing gap analyses, organizing documentation, prepping staff, and assisting with corrective action tracking. Conduct annual HRSA-like external mock audits and provide gap analysis summaries.
  • Evaluate program integrity risks—including diversion, duplicate discounts, and Medicaid exclusion practices—and provide written recommendations for operational improvements and policy enhancements.
  • Build and analyze KPI dashboards, TPA reports, purchasing records, and utilization data to evaluate financial performance, identify capture discrepancies, and highlight operational efficiencies.
  • Review pricing exclusions, drug shortages, inventory waste, and third-party portal requirements (e.g., ESP, Truzo, and Beacon), assisting with authorized claims data uploads and policy tracking.
  • Advise on growth opportunities, including contract pharmacy expansions, Affiliated Service Arrangement (ASA) structures, and STD in-kind grantee eligibility pathways (Section 318).
  • Develop and deliver 340B compliance training, educational materials, and onboarding support for internal staff, client leadership, and external partners.
  • Represent 340B Program Management at local, regional, and national industry events and conferences.

Note: This list of essential job functions is comprehensive but not exhaustive. Other duties may be assigned based on business needs and the individual's skill set.
