Senior Program Manager – Employment Services

Location: Fredericksburg, VA
Schedule: Full-time
Travel: Regular travel throughout Delaware, monthly travel to Maryland, and quarterly travel to Rhode Island
Reports to: Assistant Director of Programs & Operations
Pay: 25.00-26.00 per hour

RISE Services LLC provides person-centered employment, transition, and community-based services for individuals with disabilities. As we continue expanding throughout the Mid-Atlantic region, we are seeking an experienced and highly organized Senior Program Manager to help lead our employment programs in Delaware, Maryland, and Rhode Island.

This is a hands-on leadership position for someone who can supervise staff, strengthen program performance, maintain regulatory compliance, and ensure that clients receive high-quality services. The ideal candidate is comfortable working in a growing organization and can balance leadership responsibilities with direct program support.

Position Overview

The Senior Program Manager will oversee daily program operations, staff performance, service quality, documentation, referral development, and compliance across assigned locations. This individual will serve as a key link between frontline staff and senior leadership.

The successful candidate must be available for in-person training, staff supervision, community engagement, and travel. This is not a fully remote position.

Primary Responsibilities
  • Provide direct supervision, coaching, and performance management to Employment Program Managers, Employment Specialists, Job Coaches, and other assigned staff.

  • Oversee employment services, including supported employment, job development, job coaching, workplace assistance, situational assessments, and transition-related services.

  • Monitor referrals, caseload assignments, authorizations, service delivery, billing readiness, and client progress.

  • Ensure services and documentation comply with state vocational rehabilitation requirements, Medicaid waiver standards, CARF expectations, organizational policies, and funding-source requirements.

  • Review case records, progress notes, reports, service plans, and billing documentation for accuracy, timeliness, and completeness.

  • Track staff productivity, billable-service expectations, client outcomes, and program performance.

  • Conduct regular supervision meetings, team meetings, case consultations, and field observations.

  • Assist with staff recruitment, interviewing, onboarding, training, and retention.

  • Address performance or compliance concerns promptly and work with Human Resources and leadership on corrective action when necessary.

  • Build and maintain relationships with referral sources, state agencies, schools, community partners, employers, clients, families, and support coordinators.

  • Support program growth by identifying referral opportunities and helping establish RISE Services in new communities.

  • Participate in leadership meetings and provide timely reports regarding staffing, caseloads, compliance, risks, outcomes, and operational needs.

  • Travel to RISE Services offices, community locations, employer sites, and assigned program areas as required.

  • Provide direct client services or temporary caseload coverage when operationally necessary.

  • Perform other leadership and program-development duties as assigned.

Required Qualifications
  • Bachelor’s degree in human services, rehabilitation, social work, psychology, education, business administration, or a related field.

  • At least three years of experience in employment services, vocational rehabilitation, disability services, behavioral health, community-based services, or a related human-services program.

  • At least two years of supervisory, management, or team-lead experience.

  • Demonstrated ability to manage staff, deadlines, documentation, and multiple program priorities.

  • Strong written and verbal communication skills.

  • Experience working with individuals with disabilities and supporting person-centered outcomes.

  • Ability to interpret and follow state, funder, and organizational requirements.

  • Proficiency with electronic records, Microsoft Office, virtual meeting platforms, and performance-tracking systems.

  • Valid driver’s license, reliable transportation, and willingness to travel throughout the assigned region.

  • Ability to successfully complete all required background checks and employment screenings.

Preferred Qualifications
  • Master’s degree in a human-services, rehabilitation, management, or related field.

  • Certified Employment Support Professional (CESP) credential.

  • Experience with state vocational rehabilitation, Medicaid waiver, Pre-Employment Transition Services, supported employment, or customized employment programs.

  • Experience overseeing services across multiple offices or states.

  • Knowledge of CARF accreditation standards.

  • Experience developing employer and referral-source partnerships.
