Vehicle & Equipment Maintenance Superintendent in Vienna, Virginia at Town of Vienna

Recommends hiring, trains, motivates, coaches and evaluates employees; instructs, assigns and reviews work of employees; recommends salary increases and promotions, implements discipline; recommends termination.

Responsible for Town wide automotive fleet and equipment; maintains and ensures all state and federal standards are met, certifying a safe and dependable fleet.

Responsible for safe work conditions and practices, ensuring OSHA, State and federal policies and mandates are adhered to in the vehicle maintenance facility and wherever staff works on vehicles and equipment.

Prepares, oversees, and has authority over Vehicle and Equipment Maintenance budget, as well as equipment items in other divisions’ budgets; maintains records; prepares reports.

Researches and writes specifications or locates rideable contracts; reviews bids and equipment to ensure adherence; certifies compliance with State/federal mandates and policies; prepares Vehicle Replacement Program to justify vehicle and equipment replacement.

Consults with user departments and user staff in the best, most effective and cost-effective type of equipment for the intended purpose.

Supervises division employees; plans, organizes, schedules, trains, and inspects the work of the mechanics engaged in preventative maintenance and repair work; assists in the work as necessary.

Maintains fueling facility; arranges fueling with other jurisdictions in the event of an emergency and/or shut down of the Town facility; serves as emergency contact for fuel spills.

This is an essential position among the Town’s work force and subject to work during inclement weather conditions or other designated emergency.

Additional Duties:
Supervises and ensures compliance with Virginia Safety Inspection and Emissions program for all Town vehicles; oversees Division of Motor Vehicles (DMV) paperwork, vehicle titling, tags and renewals, and police undercover vehicle files.

Approves the routine scheduling of predictive and preventative maintenance; communicates with superintendents and supervisors daily regarding equipment breakdowns, failures, modifications and service.

Trains staff on new technology procedures.

Performs related work as assigned or required.

Coordinates or determines time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities.

Persuades or influences others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations, or ordinances.

Requires responsibility and opportunity for achieving major economies and/or preventing major losses through the management of a moderate sized department, authorizing expenditures of large amounts of money or supervising the purchasing of high value materials, supplies and equipment, or for providing routine legal counsel.

Uses mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, may use algebraic solutions of equations and inequalities, descriptive statistics, deductive geometry, plane and solid and rectangular coordinates.

Reads technical instructions, procedures manuals and charts to solve practical problems, such as assembly instruction for tools, routine office equipment operating instructions, and methods and procedures for investigations and in drawing and layout work; composes routine reports and specialized reports, forms, and business letters, with proper format; speaks compound sentences using normal grammar and word form.

Performs supervisory work involving policy and guidelines, solving both people and work related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

The impact of errors is serious – affects most units in organization, and may affect citizens or loss of life and/or damage could occur and probability is likely.

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Establishes policies for acquiring and handling of machines, tools, equipment or work aids involving extensive latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Involves routine and frequent exposure to vibration; fumes and/or noxious odors.

Requires considerable responsibility for the safety and health of others.

Requires an Associate's Degree or specialized courses/training equivalent to satisfactory completion of two years of college in Automotive Mechanics, Diesel Mechanics, Heavy Equipment Mechanics, Automotive Electronic Diagnostic Procedures, Business Administration, or closely related area.

Requires six years prior supervisory/managerial level automotive and equipment repair/maintenance experience, or closely related experience.

State Inspector license.

EPA Section 609 MVAC Certification.

Valid State Commercial driver's license.
