Location: Hampton Roads, VA (Hybrid/Flexible On-Site Options)
Position Type: Full-Time, Exempt
Reports To: Vice President of Contracts & Compliance
Clearance Level: Secret (preferred or ability to obtain)

Position Overview:

We are seeking a Government Warranted Contracting Officer with a proven record of managing cradle-to-grave government procurement activities. The ideal candidate will have deep expertise in the Federal Acquisition Regulation (FAR), Defense Contract Audit Agency (DCAA) compliance, and Defense Contract Management Agency (DCMA) oversight. This position plays a key role in interpreting, responding to, and negotiating Request for Proposals (RFPs) with a keen understanding of both pricing structures and technical requirements.

Key Responsibilities:

  • Serve as the company’s principal authority on government contracting and acquisition strategies.
  • Develop, review, and issue complex solicitations, RFPs, RFQs, and contract modifications in compliance with FAR, DFARS, and agency-specific supplements.
  • Analyze RFPs to ensure technical and pricing accuracy and alignment with proposal strategies.
  • Review cost proposals for compliance with Cost Accounting Standards (CAS) and pricing models consistent with DCAA/DCMA guidance.
  • Manage negotiations with government procurement officers to secure favorable contract terms, pricing, and deliverables.
  • Oversee the full contract lifecycle—from award to closeout—including monitoring performance, managing modifications, and supporting audit readiness.
  • Support internal proposal teams in reviewing Statements of Work (SOWs), performance requirements, evaluation criteria, and technical deliverables.
  • Ensure the organization maintains proper records and documentation to pass DCAA/DCMA audits and maintain compliance with government standards.

Qualifications:

  • Bachelor's degree in Business, Contracts, Procurement, or a related field. Master’s degree or JD preferred.
  • Minimum of 10 years of federal contracting experience, including at least 5 years as a Warranted Contracting Officer.
  • Deep knowledge of FAR, DFARS, and government cost principles (FAR Part 15, FAR Part 31).
  • Experience working with or for DCAA and DCMA.
  • Strong understanding of pricing strategies, cost realism, cost/price analysis, and indirect rate structures.
  • Exceptional negotiation skills and demonstrated ability to influence stakeholders at all levels.
  • Familiarity with contract writing systems (e.g., PRISM, PIEE) and proposal platforms.
  • Certified Federal Contracts Manager (CFCM), CCCM, or CPCM preferred.
