About This Position

The Bridge and Structures Inspection Program Data & Compliance Manager will be the lead within the Capital Delivery Bridge & Structures department on the management and the reporting of all data related to the inspection and load rating program. Responsibilities will include but will not be limited to; collation of inspection and load rating data from field reports, and activities along with the implementation and management of a Bridge Management software (BMS). The manager will insure accuracy of the data through quality controls. The manager will be responsible to coordinate with all internal stakeholders (Asset Owners/Operation, Asset Management, CPO/Finance and Engineering and Capital. The manager will report to and collaborate with the Deputy Chief of Capital Delivery Bridge and Structures to assist with all regulatory reporting and any internal and external reporting for the Agency.

The manager will work closely with multiple departments across the MBTA, including procurement, legal, finance/ accounting, capital delivery as well as with outside consultants.


  • Develop, analyze, and maintain a comprehensive list of reporting in Capital Delivery Bridge and Structures Inspection Program. This could include various horizontal structural assets; bridges, tunnels, dams, retaining walls and culverts.
  • Ensure quality report implementation by developing, documenting, and enforcing the use of reporting procedure that meet objectives of the department.
  • Implement and maintain a Bridge Management Software (BMS) database.
  • Develop, organize, and maintain all delivery of reporting across the organization, as well as develop performance metrics and associated reporting on project performance for the Deputy Chief of Capital Delivery Bridge and Structures Program and senior management of the Authority.
  • Manage, Organize, and monitor all delivery of reports and coordinate with other internal and external stakeholders.
  • Ensuring reports are developed using the most appropriate method and tools available.
  • Serve as a central point of contact for Capital Delivery Bridge and Structures Program for all data requests.
  • Collaborate closely with Stakeholder engagement, Legislator Affairs and Public affairs to prepare reporting that allows better understanding of the initiatives within Capital Delivery and program wide updates.
  • Perform all other duties and projects that may be assigned.

  • Bachelor’s degree from an accredited institution in Engineering, IT, Accounting, Finance, Business, Economics, Political Science, Communications, or a related field.
  • Five (5) years of related experience in reporting, business analyst roles with a deep interest in data, metrics, analysis, and trends.
  • One (1) year of experience in leading a large systems implementation project.
  • Ability to maintain confidentiality when working with proprietary data.
  • Effective organizational, analytical, quantitative, multitasking, and time management skills.
  • Proven history of collaboration, transparency, and problem-solving skills.
  • Proficient in Word, Excel, and Oracle Database applications, Asana, Tableau.
  • Successfully pass an Excel assessment exam
  • Ability to communicate with all levels of the organization as needed.

  • A Master’s degree in a related subject may substitute for two (2) years of general experience.

Preferred Experience

  • Master’s degree from and accredited institution in a related subject.
  • Experience working in the public sector construction projects and/or transit industry.
  • Experience with implementation and management of Bridge Management Software database.
  • Familiar with FTA, FRA, MBTA, and MassDOT rules and regulations.
  • Knowledge and implementation of digital databases and software.
  • Experience with data management systems for Bridges, Tunnels, and other structures.
  • Experience with bridge and structures inspection programs.
  • Experience using a PMIS or other capital or construction management software.
