About This Position

The Human Resources Director plans, directs, manages, and oversees all functions, programs, and operations of the Human Resources Department including labor relations, employee relations, benefits administration, workers' compensation, classification, compensation, recruitment and selection, training and employee development services, safety programs, tort claims and risk management.

Essential Duties:
  • Provides administrative direction and supervision to employees to include: assigning projects and objectives; conducting performance evaluations; developing, motivating, and training; and making hiring, termination and disciplinary recommendations.
  • Develops, implements, and evaluates departmental operations, programs, policies, procedures, strategies and goals; maintains, updates, and ensures compliance with applicable legal and regulatory mandates.
  • Provides complex technical and administrative support to the City Manager, applicable Authorities, Commissions, and other interested parties; develops and/or reviews complex reports and correspondence.
  • Responds to and resolves difficult and/or sensitive citizen inquiries and complaints; provides
  • opportunities for citizen involvement in appropriate processes through various outreach methods.
  • Initiates collaboration with internal departments and external agencies and organizations to promote organizational effectiveness, awareness and public relations.
  • Participates and/or serves on a variety of internal and external committees, meetings, boards commissions, task forces, and/or other related groups to secure advocacy and influence support for programs and ideals.
  • Researches, analyzes, and makes recommendations for cost effective improvements in the budget or departmental operations; designs, administers, and evaluates departmental programs and services; addresses process issues and implements required changes.
  • Responds to requests for information and provides subject-matter-expert guidance to other departments, elected officials, the general public, and/or external agencies; conducts organizational studies and investigations; explains and interprets programs, policies, and activities.
  • Assesses exposure to litigation and risk that cross work units and develops a City-wide program of pro-active interventions.
  • Provides City-wide management and direction for risk management, safety programs, litigation management, liability claims and exposures, workers’ compensation claims, American with Disabilities Act (ADA) compliance, and overall loss control.
  • Negotiates and administers contracts and agreements for professional services.
  • Administers the self-insured liability and workers’ compensation programs; to include conducting liability and workers’ compensation investigations and preparing settlement recommendations.
  • Develops and administers budgets; approves expenditures; reviews financial statements; directs financial operations; prepares capital improvement project budgets.
  • Performs other duties of a similar nature or level.
The ideal candidate will have knowledge of: management and leadership principles; program development and administration principles and practices; applicable Local, State and Federal laws, rules, regulations, codes, and/or statutes; advanced principles, practices, theories, and methodologies in assigned area of responsibility; budgeting principles; strategic planning principles; program development and implementation principles; political, social, and economic processes; public administration and governmental operations; municipal accounting and financial management principles; strategy development principles and procedures; project management principles; conflict mediation principles; public relations principles.

The ideal candidate will have skill in: monitoring and evaluating employees; prioritizing and assigning work; providing leadership; using computers and related software applications; managing projects; managing multiple priorities simultaneously; giving presentations and speaking in public; analyzing and developing policies and procedures; ensuring compliance with applicable Federal, State, and Local rules and regulations; interpreting and applying applicable laws, rules, and regulations; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; managing consultant contracts; preparing and administering budgets; managing change and sensitive topics; planning, analyzing, and evaluating programs and services, operational needs, and fiscal constraints; resolving conflict ;facilitating meetings; delegating work; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Bachelor's Degree in a related field, plus seven years of professional managerial experience which includes at least three years of supervision, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Some public sector Human Resources Management experience is required.
