Compensation: Exempt, $37.72/HR - $53.89/HR

Job Summary:

The Payroll Administrator is responsible for accurate and timely processing payroll for employees of the District in compliance with federal, state, and local regulations. Mason Health supports a diverse workforce including clinical and non-clinical staff, represented and non-represented employees, and shift-based roles operating under complex pay structures, which include Washington State wage and hour laws, and applicable collective bargaining agreements. The Payroll Administrator works closely with Human Resources to maintain accurate employee data, apply appropriate pay practices, and is responsible for all payroll reporting, audits, and tax filings. The Payroll Administrator is responsible for all payroll and timekeeping processes in the UKG HCM and Workforce Management systems.

Essential Duties and Responsibilities:

    Serves as the subject-matter expert for payroll and timekeeping related matters and technology by maintaining a thorough working knowledge of wage and hour regulations, labor contracts, pay practices, pay types and codes, payroll guidelines, and the payroll/HRIS system. Processes bi-weekly/weekly payroll for hospital employees, including salaried, hourly, per diem, and contract staff. Administers the timekeeping/payroll system, optimizing the system through enhancements or streamlining processes and developing workflows. Develops timekeeping training curriculum and provides training to District employees on using the timekeeping system. Ensure accurate calculation of wages, overtime, shift differentials, on-call pay, bonuses, and retroactive adjustments. Maintains & monitors ET/PSL banks for District employees Apply and monitor compliance with union agreements as well as federal and Washington State wage and hour laws, including minimum wage, overtime, meal and rest period premiums, and paid leave requirements. Reconcile payroll data, timekeeping systems, and benefits deductions to ensure accuracy and data integrity. Administer payroll transactions related to new hires, terminations, job changes, and leaves of absence, including FMLA, Washington Paid Family and Medical Leave (PFML), medical, and military leave. Respond to employee payroll inquiries in a timely and professional manner. Prepare payroll reports for management, finance, audits, and regulatory requirements. Coordinates with HR and Finance to ensure accurate employee data, reducing risk and preventing errors or overpayments. Prepares and reconciles payroll tax filings, garnishments, and year-end processes (W-2s) Conducts internal payroll audits and assists with external audits. Other duties, as assigned.

Required Education and Experience:

    Associate’s degree in Accounting, Finance, Business Administration, or related field. Bachelors degree, preferred. Minimum of five (5) years of payroll experience, preferably in a healthcare or hospital setting. Minimum of two (2) years of experience supporting a complex workforce. Experience working with labor contracts is preferred. Experience with UKG payroll system preferred.

Required Licenses, Certifications and/or Registrations:

  1. Certified Payroll Professional (CPP) or Certified Payroll Specialist (CPS) is strongly preferred.


Required Knowledge, Skills and Abilities:

  1. Knowledge of payroll practices, wage and hour rules, and regulatory requirements.
  2. Proficient in the use of current technology, including personal computer and related software/systems and office equipment such as scanners, faxes, and copy machines. Knowledge of HRIS and payroll technology; ability to learn, understand, and optimize payroll and HRIS software/systems.
  3. Intermediate math skills: ability to perform math functions as needed to resolve payroll issues, such as retro-payments or corrections.
  4. Demonstrated customer service skills; ability to work effectively with others to maintain a positive work environment.
  5. Effective verbal communication skills. Ability to listen actively and respond to fellow employees/customers in a timely, competent manner, both verbally and non-verbally. Ability to understand and follow written and verbal instructions.
  6. Ability to understand, apply, and explain union contract provisions, state and federal regulations, and policies and procedures related to employee pay, deductions and taxes.
  7. Strong attention to detail; ability to resolve complex problems and complete tasks accurately.
  8. Ability to organize and manage multiple tasks and display flexibility in a fast-paced, deadline-driven work environment.
