POSITION TITLE: Residential Maintenance Assistant

W-H Class: Non-Exempt

Hrs/Wk: 40 hrs NTE 9 months (Seasonal)

REPORTS TO: Sr. Maintenance Manager

DEPARTMENT: Maintenance

JOB SUMMARY:

Assists with the performance of basic maintenance and repair tasks for buildings and grounds. May be responsible for providing support to other skilled workers on general building/facility maintenance projects, including preventive and scheduled maintenance and inspections. The incumbent may be required to work under hazardous and adverse conditions, with appropriate protection, such as sleet, snow, heat, cold, dust and dirt.

JOB DUTIES AND RESPONSIBILITIES:

The following statements contain general details describing the principal functions of a maintenance assistant, the level of knowledge and skills typically required and the overall scope of responsibility; but should not be considered an all-inclusive listing of work requirements.

ESSENTIAL JOB FUNCTIONS

  1. Maintains strict adherence to HUD, NSPIRE (formerly REAC), and Housing Authority policies, with a focus on health, safety, and habitability standards.
  2. Demonstrates continuous safety awareness and ensures compliance with OSHA, HUD, and agency safety protocols.
  3. Conducts routine and preventative unit, building, and site inspections in accordance with NSPIRE standards to identify deficiencies requiring correction.
  4. Assists in identifying and addressing life-threatening and severe deficiencies (e.g., electrical hazards, inoperable smoke detectors, blocked egress).
  5. Performs and documents smoke detector testing and maintenance in compliance with HUD and manufacturer requirements, maintaining accurate inspection logs.
  6. Completes monthly utility meter readings and maintains documentation in accordance with agency reporting and internal control procedures.
  7. Conducts quarterly inspections of mechanical systems, including water heaters and furnace rooms, to identify leaks, mold/mildew, or operational concerns impacting unit habitability.
  8. Supports preventative maintenance of heating and ventilation systems (e.g., convectors), including inspections, cleaning, and filter replacement.
  9. Performs inspections of unit interior and exterior components, including windows, doors, locks, and egress pathways, ensuring compliance with safety and security standards.
  10. Inspects appliances and plumbing fixtures (sinks, piping, refrigerators, stoves, ovens) to ensure proper working condition and compliance with HUD habitability requirements.
  11. Conducts GFCI outlet testing and other basic electrical safety checks to ensure compliance with NSPIRE electrical standards.
  12. Completes and documents inspections using HUD NSPIRE/REAC-aligned checklists, ensuring deficiencies are properly reported and tracked for correction.
  13. Assists with vendor coordination and oversight, including accompanying contractors during pest control, inspections, and other contracted services, ensuring work aligns with HUD requirements.
  14. Supports agency compliance efforts related to preventative maintenance, inspection readiness, and PHAS performance indicators.
  15. Performs other related duties as assigned in support of property condition standards, occupancy readiness, and operational efficiency.

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of basic maintenance, tools, and methods to be used for building maintenance work.
  2. Knowledge of principles and processes for providing customer and personal services.
  3. Working knowledge of plumbing, electricity, carpentry, painting, HVAC, general appliances, and mechanical equipment.
  4. Able to use manual skills to make repairs to such items as plumbing, valves, and pipes; electrical switches; stoves, and refrigerators; windows, doors, and other wood materials; mechanical equipment (e.g., snow blowers, power mowers, hedge clippers), and other maintenance duties.
  5. General knowledge of public housing/ HUD programs.
  6. Ability to read and write in English.
  7. Knowledge of tools and methods to be used in a wide range of building maintenance.
  8. Knowledge of occupational hazards and safety measures.
  9. Ability to understand and carry out oral and written instructions.
  10. Ability to work in hazardous and adverse conditions, such as sleet, snow, heat, cold, dust and dirt, as well as cramped quarters and high places known to this Authority.
  11. Ability to lift heavy objects into and out of trucks, or other carriers using appropriate equipment and safety precautions.
  12. Ability to determine work methods and techniques for accomplishing assigned tasks.
  13. Ability to arrive at work punctually and maintain good attendance record.
  14. Ability to establish and maintain effective and courteous working. relationships with staff, residents, and persons outside the Authority.
  15. Ability to be on-call after hours and weekends, as needed.
  16. Ability to be insured under the Authority’s vehicle policy
  17. Ability to be covered under the Authority’s fidelity bond .

MINIMUM QUALIFICATIONS:

To be suitable for this position the following education and or/experience is required:

  1. High School Diploma or equivalent (G.E.D.) (Preferred)
  2. One year of verifiable building or apartment maintenance, grounds experience, general trades, or mechanical maintenance experience is preferred.
  3. Must be able to perform work both indoors, outdoors, withstand physical exertion from bending, stooping, standing, and walking on rough terrain and inspecting housing development sites and facilities.
  4. Must be able to move through property and facility to diagnose building issues and identify areas needing repair or maintenance.
  5. Must be able to lift 25 pounds at a time.
  6. Must be able to perform the essential duties of this position with or without a reasonable accommodation.

WORK ENVIRONMENT

  1. Work includes moderate risks and discomforts which are common to maintenance and construction workers and may require special safety precautions and use of personal protective clothing or gear.

OTHER:

  1. This position normally requires general supervision from another person, who may be a Senior Maintenance Mechanic, Director of Maintenance, agency director, or one who holds a similar top-management position.
  2. The incumbent carries out work assignments after being provided with a work schedule, determining own work methods and techniques for accomplishing assignments.
  3. The incumbent usually works independently and exercises a great deal of independent thinking to resolve problems in the act of helping to restore and repair buildings, equipment, and appliances.
  4. Supervisor spot checks work while in progress and upon completion for acceptability.
