Job Overview

The Senior Compliance Manager, Operations provides operational leadership for compliance monitoring and asset oversight activities under the organization’s performance-based contract with HUD. The role provides support to the Chief Operating Officer to ensure all contract deliverables, regulatory requirements, and performance metrics are achieved to include monitoring operational risk across the portfolio, managing resident concern resolution processes, and ensuring program compliance. The Senior Compliance Manager also supports business development initiatives by contributing operational expertise during contract transitions, portfolio expansions, and strategic partnerships. The role requires strong operational management, regulatory and compliance knowledge, stakeholder engagement, and the ability to drive performance across staff, consultants, and external partners.

Duties & Responsibilities

Operations Support

  • Provide operational support to COO,and Senior Compliance Managers (CMs) to ensure all contract performance standards and regulatory requirements are met.
  • Assist COO in oversight of the MOR SharePoint workflow and dashboard systems to track operational progress, deadlines, and performance outcomes.
  • Monitor operational performance indicators to ensure 100% administrative fee eligibility under the performance-based contract.
  • Participate in on-site reviews of troubled properties and conduct periodic field quality reviews of staff and consultants; conduct back-up MORs as needed.
  • Ensure accuracy and timeliness of reporting to HUD and internal systems, including required entries into iREMS and other regulatory databases.
  • Prepare monthly operational reports, invoice documentation, and performance tracking reports required under the ACC contract.
  • Ensure accuracy and completeness of data submitted through internal and HUD reporting systems.
  • Maintain documentation and reporting protocols to support audits and program oversight.

Tenant Concerns and Resident Issue Resolution

  • As ISO Process Owner, provide direct oversight of the resident concern process, ensuring that all tenant complaints and inquiries are addressed in accordance with HUD program requirements.
  • Ensure life-threatening health and safety issues are escalated and addressed immediately by property owners or agents.
  • Monitor resident concern trends across the portfolio to identify emerging operational risks and compliance issues.
  • Coordinate with property owners, agents, and regulatory partners to facilitate timely resolution of resident-related issues.

Stakeholder Engagement and Relationship Management

  • Maintain strong working relationships with property owners, management agents, HUD representatives, residents, and other stakeholders.
  • Research new regulations and compliance requirements; work with other Senior Managers to implement requirements across operational areas.
  • Provide regulatory interpretation and technical assistance to owners, agents, and staff.

Business Development Support

  • Support business development and contract expansion initiatives by providing operational insights related to portfolio performance, compliance monitoring, and program administration; working in tandem with the Director of Business Development.
  • Assist leadership with operational readiness during new contract acquisitions, transitions, or portfolio growth opportunities.
  • Contributes to the development of operational policies, procedures, and process improvements that strengthen program delivery and organizational capacity.
  • Provide training and consulting to clients on housing compliance related to HUD programs such as Section 8, LIHTC, RAD, public housing, HOME and others.
  • Participate in conference/tradeshows to showcase and promote NHC training and consulting services; network with prospective clients.

Continuous Improvement and Special Projects

  • Identify opportunities to improve operational processes, reporting systems, and compliance monitoring procedures.
  • Participate in cross-functional initiatives and special projects assigned by the Chief Operating Officer.
  • Maintain compliance with all federal program guidelines, regulatory requirements, and corporate policies.
  • Contribute to organizational initiatives that strengthen operational effectiveness and program outcomes.

Minimum Qualifications

Bachelor’s degree and 6-8 years relevant experience or an equivalent combination of education and experience. Seven+ years of experience in federally assisted housing, across multiple HUD programs to include Section 8, LIHTC, RD and Public Housing. Knowledge of compliance monitoring, asset management, property management, and Section 8 program regulations. Experience delivering compliance training and technical assistance, including the ability to translate complex regulatory requirements into practical guidance for diverse audiences. Ability to review and prepare technical and financial reports, applies federal regulations, analyze and interpret data, and prepare and maintain records. Supervisor experience highly preferred, although the position will not have any direct reports at the time of hire but may in the future.

Certification, training, or specialized degree required: COS, CPM, LIHTC, HCCP

Location: Atlanta Georgia (Hybrid) preferred or remote

Travel: 10-15% with potential to increase to 20-30%
