Job Title: Staff Development Specialist FLSA Status: Non-exempt
Department: Human Resources Revision Date: April 2026
Reports to: Human Resources Director
Additional Accountability: Assistant Executive Director
Basic Function: This position is responsible for identification, development, coordination, implementation, delivery and assessment of agency training and the continued development of the workforce.
Essential Functions:
- Oversee the implementation and delivery of all agency training and staff development activities, ensuring it adheres to regulatory and program requirements. Ensure that the mission, vision and agency values are incorporated into the training.
- Collaborate with management to conduct annual review of training programs, identify needs and develop plans to ensure the training programs meet the evolving needs of the agency.
- Assesses organizational training needs through data analysis, employee feedback, and evaluation of departmental challenges
- Update and coordinate orientation programs for new employees.
- Meet training and development needs by researching, designing, or sourcing appropriate training programs.
- Manages and/or oversees training administration, including set up, scheduling confirmations, communications, material preparation, supply ordering and recordkeeping.
- Serves as a resource to staff in the area of agency training.
- Coordinates external training opportunities including vendors, venue, and materials.
- Develops and maintains a comprehensive manual of all training programs at the agency and department levels.
- Monitor employee training completion and ensure compliance with managers in accordance with policies.
- May assume additional duties at the discretion of the HR Director and Assistant Executive Director
Additional Functions:
Adheres to safety policies and procedures. Encourages co-workers to follow safety policies and procedures. Reports on any potential unsafe conditions to supervisor and/or Safety Committee.
Follows current policies and procedures regarding compliance with privacy, security and corporate compliance policies. Be thoroughly familiar with department and program specific policies and procedures.
Qualifications:
- Bachelor’s degree in education, Human Services, Special Education, Psychology or a related field required.
- Minimum two (2) years’ experience in training or staff development preferably in non-profit sector.
- Experience in developing and delivering training required.
- Computer skills in Microsoft office required.
- Flexibility in scheduling required.

- Proven ability to perform effectively in high-pressure environments and manage multiple priorities with tight deadlines.
Physical Demands: While performing the duties of this job, the employee is regularly required to sit and/or stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk and stoop, kneel, crouch. The employee must occasionally lift and/or move up to 25 pounds. Normal or corrective vision is required. Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.
