About This Position

The Technical Delivery Manager is a senior technology leadership role responsible for defining and leading the organization’s enterprise delivery strategy, execution model, and operational excellence framework across all technology initiatives. This leader ensures that technology strategy translates into predictable, scalable, and high-quality execution across engineering, product, architecture, and operations teams.

The role oversees a portfolio of complex programs, builds delivery capabilities, and establishes governance, planning, and execution models that enable organizations to deliver innovation at speed while maintaining reliability and business alignment.
Enterprise Delivery Strategy & Execution
  • Define and institutionalize the technology delivery operating model across the organization.
  • Align delivery execution with enterprise technology and business strategy.
  • Own delivery outcomes across portfolios including:
    • Platform modernization
    • Cloud transformation
    • Digital product delivery
    • Data & AI initiatives
    • Enterprise integrations
  • Establish scalable frameworks for planning, execution, and release management.
Portfolio & Program Leadership
  • Oversee multiple programs and delivery organizations simultaneously.
  • Drive quarterly and annual delivery planning aligned with business priorities.
  • Manage cross-program dependencies, risks, and investment trade-offs.
  • Ensure predictable delivery across multi-team, multi-domain initiatives.
Organizational Leadership
  • Lead and mentor: Technical Agile Delivery Leads
  • Build a high-performing delivery organization focused on accountability and excellence in execution.
  • Define career paths, competency models, and leadership development programs.
Delivery Governance & Operational Excellence
  • Establish enterprise governance covering:
    • Delivery health
    • Risk management
    • Financial oversight
    • Quality and release readiness
  • Implement delivery KPIs including:
    • Predictability
    • Throughput
    • Lead time
    • Release stability
    • Business value realization
  • Drive continuous improvement using Agile, DevOps, and Lean principles.
Technology & Engineering Partnership
  • Partner with Engineering and Architecture leadership to ensure delivery feasibility.
  • Enable adoption of modern engineering practices:
    • CI/CD
    • DevOps automation
    • Platform engineering
    • Cloud-native delivery
  • Ensure delivery models support scalable and resilient architectures.
Executive Stakeholder Engagement
  • Act as primary delivery interface for executive leadership.
  • Provide portfolio-level visibility into progress, risks, and outcomes.
  • Translate technical execution into business impact.
  • Support investment decisions and strategic planning.
Financial & Capacity Management
  • Partner with Finance and Technology leadership on:
    • Portfolio funding models
    • Capacity planning
    • Resource optimization
    • FinOps alignment
  • Optimize delivery investment against business value.

Required Qualifications
  • 12–15+ years of experience in technology delivery, engineering leadership, or large-scale program management.
  • Proven leadership managing enterprise delivery organizations.
  • Experience delivering complex multi-million-dollar transformation programs.
  • Strong understanding of:
    • Software engineering lifecycle
    • Cloud platforms (AWS/Azure/GCP)
    • Distributed systems and modern architectures
    • Agile at scale frameworks
  • Demonstrated executive stakeholder management experience.
  • Preferred Qualifications
    • Background in Engineering, Architecture, or Platform Operations.
    • Experience scaling delivery organizations in high-growth environments.
    • Experience in regulated or large enterprise environments.
    • Certifications such as SAFe, PMP, or Agile leadership certifications.
