Engineer in Training (EIT)

Overview:
Provides professional engineering support for the planning, design, review, construction, and improvement of City infrastructure and private development projects. Under the direction of the City Engineer and appropriate supervision of a licensed Professional Engineer, performs entry-level engineering assignments involving development review, capital improvement projects, streets, water, sewer, storm drainage, transportation, and other municipal infrastructure.
The Engineer in Training assists with engineering analysis, preparation and review of plans and specifications, construction coordination, field investigations, project administration, technical studies, and communication with developers, consultants, contractors, regulatory agencies, City staff, and the public. This position provides progressively responsible engineering experience designed to develop the knowledge, judgment, and practical experience necessary for future Professional Engineer licensure.
Key Responsibilities:
Development Review & Engineering
- Reviews subdivision, site development, grading, drainage, utility, roadway, and other engineering plans for compliance with City standards, specifications, ordinances, approved plans, and applicable requirements.
- Reviews engineering calculations, technical reports, studies, construction drawings, and supporting documentation submitted by developers and consultants.
- Prepares clear and concise plan review comments and coordinates comments with the City Engineer, other City departments, developers, consultants, and applicants.
- Assists in reviewing development agreements, improvement requirements, construction cost estimates, performance guarantees, and related engineering documentation.
- Participates in development review meetings, preconstruction conferences, and project coordination meetings.
- Provides technical assistance regarding City engineering standards, development requirements, infrastructure requirements, and review processes.
Capital Projects & Engineering Design
- Assists with the planning, design, preparing construction documents, bidding, construction administration, and closeout of City capital improvement projects.
- Performs engineering calculations and technical analyses related to recreation, water systems, sanitary sewer, storm drainage, transportation, grading, utilities, and other municipal infrastructure.
- Prepares or assists with engineering plans, drawings, contract and technical specifications, details, quantities, cost estimates, schedules, exhibits, construction documents and technical reports.
- Assists with preparation of bid packages, requests for proposals or qualifications, and project scopes.
- Coordinates assigned project activities with consultants, contractors, utility providers, regulatory agencies, property owners, and City departments.
- Tracks project schedules, budgets, quantities, deliverables, construction progress, and project documentation.
- Assists in evaluating engineering alternatives and developing practical, cost-effective solutions to infrastructure needs.
Construction & Field Engineering
- Conducts field investigations, site observations, measurements, inspections, and data collection related to City projects and private development.
- Assists with construction administration and monitors work for general compliance with approved plans, specifications, City standards, and contract requirements.
- Reviews requests for information, submittals, shop drawings, material testing information, change proposals, pay applications, and other construction documentation as assigned.
- Documents construction progress and field conditions using reports, photographs, measurements, sketches, calculations, and other records.
- Assists with resolving field conflicts, utility conflicts, design questions, and construction issues under the direction of the City Engineer or licensed Professional Engineer.
- Participates in project meetings, field meetings, final inspections, punch-list inspections, bonding requirements and project closeout activities.
Infrastructure Planning, GIS & Technical Support
- Assists with evaluation of the condition, capacity, performance, and future needs of City infrastructure.
- Collects, analyzes, maintains, and reports engineering and infrastructure data.
- Assists with infrastructure inventories, asset management, capital facilities planning, pavement management, utility planning, and long-range infrastructure studies.
- Prepares maps, exhibits, graphics, calculations, reports, and other technical materials using engineering, GIS, and office software.
- Maintains and updates engineering records, maps, record drawings, as-built information, project files, and other infrastructure documentation.
- Assists with maintaining and updating City engineering standards, specifications, standard drawings, design manuals and criteria, and technical procedures.
- Uses AutoCAD Civil 3D, ArcGIS, or similar engineering and mapping applications in the performance of assigned duties.
Stormwater, Transportation & Regulatory Support
- Assists with engineering activities associated with storm drainage, stormwater management, and erosion control.
- Supports preparation of technical documentation, inspections, mapping, recordkeeping, and reporting associated with applicable stormwater requirements.
- Assists with transportation and traffic-related studies, data collection, traffic control evaluations, and preparation or review of traffic-related plans.
- Researches and assists with application of applicable City, State, and Federal engineering requirements, standards, permits, and regulations.
Customer Service & Coordination
- Responds to engineering-related questions from residents, developers, contractors, consultants, businesses, and other members of the public in a professional and courteous manner.
- Explains technical requirements, City engineering standards, project information, and development processes clearly and effectively.
- Coordinates engineering matters with other City departments and outside organizations.
- Assists in addressing citizen concerns related to City infrastructure, development projects, drainage, transportation, utilities, and construction activities.
- Prepares correspondence, technical memoranda, staff reports, meeting notes, project documentation, and other written materials.
- May assist with presentations to City staff, boards, commissions, elected officials, regulatory agencies, or community groups.
- Performs additional duties and special projects as assigned by the City Engineer.
Working Conditions
- Work is performed in both a standard office environment and outdoor field settings.
- Field work may occur at active construction sites, public roadways, utility facilities, development sites, and other municipal infrastructure locations.
- May be exposed to heat, cold, rain, snow, wind, traffic, construction equipment, uneven terrain, excavations, noise, dust, fumes, and other conditions associated with construction and public infrastructure.
- Requires the ability to sit and work at a computer for extended periods and to stand and walk for extended periods during field assignments.
- Field work may require bending, stooping, kneeling, crouching, climbing, reaching, and walking over uneven surfaces.
- May occasionally lift or carry plans, field equipment, materials, or other objects weighing up to approximately 40 pounds.
- Requires operation of a motor vehicle to travel to project sites, meetings, and other locations.
- May require attendance at meetings or response to project or infrastructure issues outside normal working hours.
Knowledge, Skills and Abilities:
- Working knowledge of civil and municipal engineering principles and practices, including engineering mathematics, hydraulics, hydrology, construction materials, surveying, and basic roadway, water, sewer, storm drainage, grading, transportation, and utility design.
- Skill in performing engineering calculations, analyses, and technical evaluations and developing technically supportable recommendations.
- Proficiency in reading, interpreting, preparing, and reviewing engineering plans, specifications, maps, calculations, reports, and construction documents.
- Ability to identify engineering or construction issues, evaluate alternatives, and apply sound professional judgment within established engineering standards and practices.
- Ability to learn and apply City engineering standards, specifications, ordinances, policies, and development requirements.
- Proficiency with AutoCAD Civil 3D, ArcGIS, Microsoft Office, and related engineering, mapping, spreadsheet, database, and project management applications.
- Strong written and verbal communication skills, including the preparation of professional reports, correspondence, memoranda, review comments, calculations, and project documentation.
- Strong organizational and project management skills, with the ability to manage multiple assignments, priorities, schedules, and deadlines.
- Skill in conducting field investigations, evaluating site and construction conditions, and accurately documenting observations and findings.
- Strong customer service, interpersonal, and problem-solving skills, with the ability to work effectively with City staff, elected and appointed officials, developers, consultants, contractors, regulatory agencies, utility providers, and the public.
- Ability to work independently within assigned responsibilities while maintaining appropriate communication and recognizing matters requiring review, direction, or approval by a licensed Professional Engineer.
Minimum Qualifications:
- Bachelor’s degree in Civil Engineering from an accredited college or university.
- Engineer in Training (EIT) certification through successful completion of the Fundamentals of Engineering (FE) examination required, or ability to obtain EIT certification within twelve (12) months of employment.
- One (1) to three (3) years of relevant civil engineering experience preferred. Qualifying internship, cooperative education, municipal engineering, public works, land development, construction, or engineering consulting experience may be considered.
- Working knowledge of AutoCAD Civil 3D, ArcGIS, or comparable engineering and GIS software preferred.
- Valid Utah Driver License and acceptable driving record required.
- Must perform professional engineering work under appropriate supervision of a licensed Professional Engineer as required by applicable law.
- Must successfully complete a criminal background check and other applicable pre-employment requirements.
