About This Position

Position Overview

The Preconstruction Manager/Senior Estimator is responsible for all projects assigned to this role. The process includes preliminary budget development / submission, detailed and comprehensive quality takeoffs, accurate cost evaluation, subcontractor and supplier bid solicitation, coordination with the design team on construction methodology, qualifying bids and scope, managing design consultants and executing design consultant contracts. The Preconstruction Manager will coordinate with other management and senior level positions within the company to share information and ensure a streamlined process. The Preconstruction Manager/Senior Estimator will work hand in hand with the Estimating Team to achieve department / company goals.

Functions of Position

The Preconstruction Manager will assist in LGE’s goals, strategies, and preconstruction services in a manner above reproach. The position requires client relations, subcontractor / vendor relations, time management, efficiency, and fundamental estimating. The position requires significant experience in processes and procedures that produce accurate results. Tasks and duties to include but not limited to:

  • Focus on Design-Build Projects while occasionally going after hard bid projects that align with LGE’s strengths. Additional estimating support staff will help with estimates as requested/required.
  • Manage multiple projects at various design/estimating stages.
  • Demonstrate knowledge of the design process and entitlement process.
  • Review and collaborate at various phases of construction documents to ensure constructability, spec accuracy, detail accuracy, and budget efficiency
  • Complete preliminary ROM’s for Business Development and Creation teams based typically on only a site plan or limited information/specs.
  • Identify and appropriately mitigate risks during preconstruction
  • Determine project scope and create a project bid list for Estimating Coordinator.
  • Actively build subcontractor / supplier database and relationships to ensure the best pricing and bid coverage.
  • As required, travel markets in your region to meet with local subcontractors to establish relationships.
  • Manage the effective standardization, organization, preparation, and proper submission of preconstruction solicitations, qualification of submissions, company information, and correspondence associated to this role both internally and externally
  • Perform and/or manage the project qualification, solicitation, quantity takeoff, scoping, clarifying, and pricing effort for preconstruction projects.
  • Ensure the flow of preconstruction information internally and externally is maintained and documented.
  • Coordinate with construction to determine project subcontractors by analyzing pricing, recent performance, and current workload.
  • Perform duties as required to enhance all aspects of the Preconstruction Department and serve in a key role to support the vision, mission, and core values of the company.
  • Pursue potential Request for Proposal or Invitation to Bids and coordinate with Director of Preconstruction to determine if the project is desired.
  • Perform turnkey estimating duties from time of project’s introduction to the company (Phased Development Agreement) to the beginning of construction, including the following:
    • Organize, update, submit prequalification data as required
    • Issue exclusions, clarifications, requests for information, addenda and scope of work clarifications internally and externally
    • List comprehensive estimate with detailed line items appropriate for the scope
    • Coordinate and facilitate job walks as required for subcontractors
    • Solicit accurate pricing from qualified subcontractors, vendors, or suppliers to ensure adequate and competitive pricing
    • Participate in meeting with construction to prepare for a successful handoff of the project.
    • Work with construction to address cost or scope issues and develop solutions to close issue in a timely manner
    • Submit proposal in a professional manner and in a timeframe and format required. Include scope of work clarifications, value engineering recommendations, and modifications from original proposal budgets to finalized numbers

Required Attributes

  • Ability to work constructively in a team environment that is fast paced. Be proficient and able to implement and train others on computer software programs used for preconstruction with particular emphasis on excel and Bluebeam. Posses strong mathematical and computer skills.
  • Proficient with Microsoft Office Products (Word, Excel, and PowerPoint).
  • Ability to break down construction operations into a logical sequence of activities. Must be able to meet deadlines and provide a professional level of communication. Bachelor’s Degree in Civil Engineering, Construction Management or equivalent work experience. Possess at least five years of experience with a general contractor, with at least three years of service dedicated to preconstruction/estimating.
  • Ability to work under pressure, not miss deadlines and still support those around you.
  • LGE’s Preconstruction Manager/Sr Estimator will work closely with the Estimating Team and reports directly to the Regional Vice President.
  • Weekly meetings with the Preconstruction Team are required. Weekly updates to the estimating tracker and consultant tracker are required.

  • Annual review by the Regional Vice President to include peer input. Review will be based on the following items:
  • Interaction with coworkers
  • Interaction with clients
  • Evidence of how you demonstrate company values
  • Quality and accuracy of estimates and other preconstruction information
  • Timeliness of estimates and other preconstruction information
  • Transparency to Estimating Team and Director of Preconstruction
  • Being proactive in improving the department and company
