As a trusted prime contractor with over $160 million in task order awards, we operate across 22 states and support essential government missions worldwide.

At Chartis Federal, our mission is clear: keeping heroes safe and connected—on the battlefield, on the border, and in our backyards.

Position Overview

We are seeking an Environmental and Historic Preservation (EHP) Specialist to lead environmental compliance support for a U.S. Virgin Islands government communications program funded through FEMA. The role screens approximately 40 proposed equipment sites across three islands and prepares the EHP support package FEMA needs to complete its environmental review and approve the next phase of the program. The ideal candidate brings FEMA EHP experience, strong NEPA and floodplain knowledge, and the ability to coordinate with federal and territorial resource agencies.

This position is contingent upon award.

Duties and Responsibilities

  • Lead environmental screening for each proposed installation site, covering NEPA considerations, floodplain management (44 CFR Part 9), endangered species, wetlands and coastal zone requirements.
  • Conduct the FEMA eight-step floodplain decision-making process for sites located in Special Flood Hazard Areas.
  • Coordinate with the U.S. Fish and Wildlife Service, NOAA Fisheries and the USVI Department of Planning and Natural Resources, including Coastal Zone Management.
  • Prepare the EHP support package in FEMA format, including the narrative, maps, annotated photographs and supporting documentation.
  • Work with the Historic Preservation / SHPO Specialist to integrate Section 106 historic-property findings into the package.
  • Coordinate with the GIS Specialist, field survey teams and design engineers to confirm project footprints, ground disturbance and visual effects at each site.
  • Support client review and finalization of the EHP package, and respond to FEMA EHP questions.
  • Track environmental conditions and commitments that carry forward into future-phase design, permitting and construction.
Requirements:
  • Bachelor’s degree in environmental science, environmental planning, natural resources or a related field is required; master’s degree preferred.
  • 7+ years’ experience in NEPA compliance, including categorical exclusions and environmental assessments.
  • Direct experience with FEMA EHP review for HMGP or Public Assistance projects is strongly preferred.
  • Working knowledge of 44 CFR Part 9, Endangered Species Act Section 7, the Coastal Zone Management Act and NHPA Section 106.
  • Experience with telecommunications or infrastructure siting (towers, rooftop equipment) is preferred.
  • Experience in island or coastal environments, particularly the Caribbean or U.S. territories, is a plus.
  • Strong technical writing skills and working familiarity with GIS data.
  • Ability to travel to the U.S. Virgin Islands for site visits.
