Job Description

JOB PURPOSE

Reporting to the Government Contract Manager, the Government Contract Supervisor provides on-site operational leadership for one or more GXC government contract(s), ensuring consistent execution of post requirements, staffing coverage, and performance standards in accordance with the applicable Statement of Work (SOW), Quality Control Plan, and all federal, state, and local requirements.

This role supervises assigned Protective Security Officers (and other contract personnel, as applicable), confirms readiness and credentialing, enforces standards of conduct and professionalism, and serves as the day-to-day focal point for customer coordination under the direction of the Government Contract Manager.

The Government Contract Supervisor is accountable for disciplined documentation, rapid issue resolution, and proactive risk management, ensuring that service delivery is reliable, auditable, and aligned with GXC’s contractual obligations. This position may be assigned to specific sites, regions, or operational verticals across GXC’s contract portfolio based on operational need.

Location: Centers for Medicare and Medicaid Services (CMS) - Baltimore, MD

KEY RESPONSIBILITIES

Contract Workforce Supervision and Post Coverage

  • Supervise contract personnel assigned to the site(s), including Protective Security Officers and other roles required by the contract.
  • Ensure all posts are covered by trained, certified, and properly equipped personnel in accordance with the approved staffing plan and post orders.
  • Confirm daily readiness (attendance, uniform/equipment compliance, briefings, and post knowledge) and take immediate corrective action when standards are not met.

Contract Compliance, Documentation, and Quality Control

  • Implement, monitor, and continuously improve the contract Quality Control Plan; verify workforce adherence to contract requirements, customer directives, and GXC policies.
  • Ensure timely completion and accuracy of all required reports, logs, rosters, incident documentation, and deliverables; maintain records in an audit-ready condition.
  • Monitor service quality, timeliness, and cost control factors within scope of authority; escalate constraints and risks to the Government Contract Manager promptly.

Customer Interface and Operational Coordination

  • Serve as the on-site focal point for day-to-day program activities and customer coordination, maintaining professional relationships and responsiveness.
  • Work closely with customer leadership, facility stakeholders, and GXC leadership to anticipate needs, communicate constraints, and resolve issues without degrading mission performance.
  • Coordinate with internal functions (HR, Training, Compliance, Finance) to support staffing actions, credentialing, pay issues, and other operational requirements.

Investigations, Incident Response, and Risk Management

  • Conduct prompt, thorough internal investigations of reported allegations, incidents, and policy violations; document findings and recommend corrective actions.
  • Support incident response, emergency management, and escalation protocols as required by the contract and customer environment.
  • Identify emerging risks (staffing gaps, performance trends, compliance issues, equipment shortfalls) and implement mitigation actions within authority; escalate as needed.

Equipment, Property, and Asset Accountability

  • Ensure equipment, keys, badges, and other property are tracked, safeguarded, and accounted for; maintain chain-of-custody documentation where applicable.
  • Report loss, damage, or discrepancies immediately and support corrective actions and replacement procedures.

Training, Credentialing, and Workforce Readiness

  • Ensure all personnel meet contract, customer, and state licensing requirements; coordinate with Training/Compliance to prevent lapses in certification or credentialing.
  • Ensure workforce participation in required trainings, briefings, and recertifications; document completion and readiness status.
  • Reinforce standards of performance, conduct, and customer service through coaching, corrective action, and escalation discipline.

Technology and Operational Tools

  • Utilize TrackTik (or designated security management platform) as part of the security strategy, including patrol verification, incident reporting, and shift documentation as required.
  • Utilize Government required Post Tracking System (PTS) for validation of post staffing.

General Expectations

  • Perform other duties as assigned to meet operational and contractual requirements.

QUALIFICATIONS / EXPERIENCE

  • U.S. Citizen with the ability to obtain and maintain a security clearance (Top Secret preferred), or a lawful permanent resident who is currently a member of, or who possesses a verifiable honorable discharge from, any component of the United States Armed Forces
  • Possession of a Social Security Card issued by the Social Security Administration bearing the individual’s name and Social Security number
  • Minimum of five (5) years of specialized experience, including project/program development and implementation, management and control of funds/resources using reporting mechanisms, and demonstrated capability managing multi-task contracts or subcontracts of varying types and complexity
  • Bachelor’s degree in any field of study, or substantial and verifiable law enforcement, military, or business management experience demonstrating the capacity to manage a security force and a contract/task order of comparable scope, magnitude, and complexity
  • Prior firearms experience as required for the operational environment; ability to maintain required weapons qualifications where applicable
  • Ability to acquire and maintain all required customer clearances and favorable adjudications as applicable
  • Ability to obtain and maintain any required state licenses and certifications
  • Ability to attend and successfully complete required initial training (including up to three consecutive weeks, if required by the customer /contract)
  • Proficient with Microsoft Office and common reporting tools
  • Outstanding interpersonal and communication skills; verbal and written fluency in English required
  • Ability to work in a team-oriented environment and independently with minimal supervision
  • Ability to provide quality customer service and handle emergency situations efficiently and effectively at customer sites
  • Neat and professional appearance; friendly and professional demeanor

  • May make routine operational decisions within approved procedures to direct day-to-day post coverage, verify workforce readiness, coordinate customer-facing activities, and maintain required contract documentation and quality-control records.
  • Must escalate non-routine exceptions involving staffing shortages, credentialing or compliance risks, significant incidents, property-accountability concerns, or constraints that may affect contractual performance to the Government Contract Manager.
  • Authorized to approve routine schedule adjustments, post assignments, readiness corrections, incident and roster documentation, and quality-control follow-up within established procedures, post orders, and contract requirements; approval of policy exceptions, formal employment actions, or items outside of these parameters rests with the Government Contract Manager.
  • Recommends corrective actions, coaching measures, risk mitigations, and process improvements based on investigations, inspections, service trends, and contract requirements; final approval for material corrective measures, disciplinary actions, and higher-risk operational decisions rests with the Government Contract Manager.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

  • Ability to remain alert and attentive for extended periods and make sound decisions in dynamic operational environments
  • Ability to communicate clearly and professionally in person, by phone, and in writing, including preparation of incident reports and official documentation
  • Frequent use of electronic devices and computer systems for scheduling, reporting, and documentation
  • Ability to stand, walk, and patrol as required by the operational environment; ability to respond rapidly to emergent situations
  • Ability to manage multiple tasks simultaneously, maintain composure under pressure, and apply established workflows in a timely manner
  • Ability to lift, carry, and move equipment or supplies as required (up to approximately 50 lbs.), and to navigate stairs/uneven terrain as needed
  • Ability to work varied schedules, including nights, weekends, and holidays, as contract requirements dictate
