Job Description

Summary:

Responsible for overseeing operations, maintenance, and compliance of wastewater treatment facilities. Manages staff, ensures efficient plant performance, regulatory adherence, and effective resource utilization. Implements strategies to optimize treatment processes, monitors budgets, and fosters a safe and environmentally responsible work environment.

Essential Duties and Responsibilities: (Other duties may be assigned.)

  • Ensure compliance with all regulatory requirements and environmental standards.
  • Establish goals; provide direction and advise on policy for the operation and maintenance of the wastewater treatment plant.
  • Ensures completion of the departmental strategic planning goals
  • Creates and updates procedures to improve efficiency within the operations and maintenance departments.
  • Work closely with SD1’s IT department for shared responsibility on the plant SCADA system
  • Facilitates a positive team environment among workers and in resolving conflicts.
  • Supports and enforces SD1 employee policies and procedures.
  • Establishes reports/metrics to track the treatment plant’s performance and share those results with the Director of Operations
  • Assure that all assigned equipment, tools and vehicles are used or operated according to safety specifications and that they are properly cared for and maintained.
  • Provides interpretation of company policy to plant staff and actively supports and enforces the district’s safety program.
  • Analyze work processes and make recommendations to improve production methods, equipment performance and quality of the finished task.
  • Accurately and thoroughly maintain time records and production records.
  • Confer and effectively communicate in a cooperative manner with other department managers or supervisors in coordinating work schedules, crews, processes, and work.
  • Plan, develop, create, implement and evaluate processes to achieve target objectives; define measurements and assume accountability for outcomes.
  • Maintain acceptable punctuality and attendance.
  • Analyze complex processes and develop plan for improved efficiency.
  • Conduct regular department meetings to promote effective communication.
  • Manage and coordinate maintenance activities to ensure equipment reliability and minimize downtime.
  • Supervise and train plant staff, ensuring proper staffing levels and skill development.
  • Monitor and analyze plant performance data, adjusting as needed to meet quality and production targets.
  • Prepare and manage budgets, including forecasting operational expenses and capital expenditures.
  • Implement safety protocols and promote a culture of safety among plant personnel.
  • Collaborate with external stakeholders, including regulatory agencies, contractors, and community members.
  • Stay abreast of industry trends, technological advancements, and best practices in wastewater treatment.
  • Provide leadership and foster a positive work environment that encourages teamwork and professional growth.

Education/Experience:

  • Bachelor’s degree in science or business
  • Ten (10) years of water or wastewater treatment plant operations experience with five (5) years of successful supervisory experience in a treatment plant environment.
  • Ability to obtain the following licenses as time and experience requirements are satisfied:
    • Class IV Kentucky Wastewater Treatment License
    • Class IV Kentucky Wastewater Collection Systems License
