Program Manager, Global Emerging Talent

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager, Global Emerging Talent based in the United States.

This role offers the opportunity to shape the workforce of the future by designing innovative emerging talent strategies at global scale.
You will serve as a strategic talent advisor to business leaders, HR teams, and talent stakeholders, connecting workforce priorities with future skills needs.
The role combines workforce strategy, talent intelligence, program leadership, and organizational transformation.
You will lead global internship, apprenticeship, trainee, and other emerging talent initiatives from strategy through execution and continuous improvement.
Working across multiple functions and geographies, you will influence senior stakeholders and translate complex workforce challenges into scalable solutions.
Your work will help strengthen talent pipelines, accelerate capability building, and create meaningful pathways into high-impact roles.

Accountabilities:
  • Provide strategic talent advisory: Partner with senior business leaders, HR, and talent teams to translate workforce demand and future capability requirements into innovative emerging talent solutions.
  • Shape global emerging talent strategy: Develop and execute strategies covering internships, apprenticeships, traineeships, and other early-career pathways, ensuring programs evolve with business and skills needs.
  • Apply workforce intelligence: Use labor market insights, talent intelligence, workforce data, and skills-based approaches to inform talent planning, investment decisions, and workforce priorities.
  • Lead global program delivery: Own the full lifecycle of emerging talent programs, from strategy and planning through implementation, measurement, optimization, and continuous improvement.
  • Build scalable operating models: Establish frameworks, governance structures, processes, and operating rhythms that support consistent global execution while accommodating regional requirements.
  • Drive cross-functional initiatives: Coordinate complex programs across HR, Talent Acquisition, Talent Marketplace, HR Operations, Finance, Communications, Legal, and business teams.
  • Measure business impact: Establish KPIs, dashboards, reporting frameworks, and success measures that demonstrate program effectiveness, talent outcomes, and contribution to business goals.
  • Connect talent pathways to broader workforce strategy: Integrate emerging talent programs with talent marketplace initiatives, workforce planning, internal mobility, skills-based practices, and long-term capability development.
  • Influence senior stakeholders: Deliver clear recommendations, executive presentations, and strategic communications that turn complex workforce challenges into actionable decisions.
  • Lead change and adoption: Develop stakeholder engagement and communications strategies that create alignment, accelerate adoption, and embed new approaches to talent development across global teams.
  • Champion emerging talent: Act as a visible advocate for workforce innovation, skills-based talent strategies, continuous learning, and sustainable talent pipelines.
  • Continuously improve programs: Identify opportunities to modernize talent practices, strengthen participant conversion into high-impact roles, and increase the strategic value of emerging talent initiatives.
Requirements:
  • Experience: 7+ years leading enterprise-wide programs, workforce initiatives, talent strategies, or related projects within Human Resources, Talent Acquisition, Workforce Planning, Talent Management, or a comparable function.
  • Strategic leadership: Demonstrated success partnering with senior leaders to shape strategy, influence decisions, lead organizational change, and deliver measurable business outcomes.
  • Program management: Proven ability to manage complex, global, cross-functional programs involving multiple stakeholders, priorities, and geographies.
  • Talent expertise: Strong understanding of emerging talent, workforce strategy, talent development, skills-based approaches, or related disciplines.
  • Emerging talent experience: Experience building, scaling, or optimizing internship, apprenticeship, trainee, or comparable early-career talent programs is highly desirable.
  • Workforce intelligence: Experience using talent intelligence, labor market data, workforce analytics, talent mobility, or skills-based workforce practices to support strategic decisions.
  • Strategic workforce planning: Familiarity with Build-Borrow-Buy-Place principles and approaches to aligning workforce supply with evolving business requirements.
  • Change leadership: Strong capability in stakeholder engagement, organizational change, adoption planning, and transformation initiatives.
  • Communication: Excellent executive communication, facilitation, consulting, presentation, and relationship-building skills, with the ability to communicate complex ideas clearly and persuasively.
  • Business orientation: Ability to translate workforce challenges into scalable talent solutions that deliver tangible organizational and business value.
  • Education: Bachelor's degree or equivalent professional experience.
  • Additional qualifications: Program, project management, Agile, or change management certifications are a plus.
  • Global mindset: Experience working within complex, geographically distributed organizations undergoing transformation is advantageous.
Benefits:
  • Competitive compensation: U.S. base salary range of $118,000–$176,000 USD annually for the Dallas location, depending on role, level, location, skills, experience, and education.
