Project Controls Manager

Position Summary

The Project Controls Manager provides leadership and oversight for integrated project controls execution across large-scale capital programs and mega-project environments. This role is responsible for managing cost controls, scheduling, forecasting, Earned Value Management (EVM), risk analysis, change management, and performance reporting to support consistent, data-driven project delivery.

Working closely with project leadership, EPC contractors, and cross-functional stakeholders, the Project Controls Manager establishes and maintains project controls standards, governance procedures, performance baselines, and reporting frameworks aligned with Advanced Work Packaging (AWP) and EVM principles. Responsibilities include overseeing resource-loaded schedules, forecasting, trend analysis, contractor performance, and executive reporting to support proactive risk mitigation and strategic decision-making.

The ideal candidate possesses strong experience supporting multi-billion-dollar industrial, semiconductor, energy, or EPC mega-projects, with expertise in Primavera P6, critical path methodology (CPM), forecasting, integrated project controls systems, and contractor oversight within complex matrix organizations.

Organizational Responsibilities
Strategic Leadership & Governance
  • Define and lead the project controls strategy, ensuring alignment with organizational objectives and capital program priorities.
  • Establish, implement, and continuously improve project controls standards, governance procedures, reporting frameworks, and methodologies related to cost management, scheduling, forecasting, change control, and risk management.
  • Serve as a strategic advisor to project leadership and executive stakeholders regarding project performance, risk exposure, resource planning, forecasting, and cost-schedule alignment.
  • Support continuous improvement initiatives through benchmarking, lessons learned, performance analysis, and implementation of industry best practices.
  • Ensure project controls processes are aligned with Advanced Work Packaging (AWP), Earned Value Management (EVM), and integrated project delivery methodologies.
Project Controls Management
  • Lead the planning, execution, and oversight of cost controls, scheduling, forecasting, earned value management (EVM), change management, and risk management functions across large-scale capital projects and mega-project programs.
  • Oversee baseline development, resource-loaded schedules, cost forecasting, trend analysis, variance reporting, and Estimate at Completion (EAC) forecasting to support proactive, data-driven decision-making.
  • Guide the integration of procurement, contract management, accounting, and project controls systems within established Work Breakdown Structure (WBS) frameworks.
  • Champion the implementation and optimization of industry-leading project controls systems and software platforms, including Primavera P6, ERP systems, and cost management tools.
  • Ensure high-quality development and evaluation of cost estimates, schedule logic, critical path analysis, and scenario planning across all project phases.
  • Monitor project performance indicators including SPI, CPI, LPI, schedule trends, and contractor performance metrics to identify risks, deviations, and corrective actions.
  • Support project controls governance, contractor oversight, change control processes, and contingency management across complex matrix organizations and EPC environments.
Team Development & Operational Excellence
  • Lead, mentor, and develop multidisciplinary Project Controls teams while promoting a culture of accountability, collaboration, innovation, and continuous improvement.
  • Oversee resource planning, workload prioritization, and project controls support across multiple concurrent programs and project teams.
  • Facilitate coordination between project teams, contractors, consultants, and cross-functional stakeholders to ensure consistency in reporting, forecasting, and project controls execution.
Executive Reporting & Stakeholder Engagement
  • Deliver executive-level reporting related to project health, schedule and cost performance, forecasting, risk mitigation strategies, and overall program status.
  • Lead project performance reviews with internal and external stakeholders, ensuring transparency, alignment, and accountability across all levels of project delivery.
  • Translate complex project controls data and trend analyses into actionable insights and recommendations for leadership decision-making.
  • Represent the organization in audits, governance reviews, and stakeholder meetings related to project controls performance and compliance.
Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Business, Quantity Surveying, or a related field required; Master’s degree preferred.
  • Minimum 15 years of progressive Project Controls experience supporting large-scale industrial, engineering, or capital projects.
  • Minimum 5 years of leadership experience managing multidisciplinary Project Controls teams and enterprise-level project controls functions.
  • Proven experience supporting multi-billion-dollar mega-projects within semiconductor, oil & gas, energy, EPC, or industrial environments.
  • Strong expertise in Primavera P6, Earned Value Management (EVM), forecasting, critical path methodology (CPM), cost engineering, and integrated project controls systems.
  • Experience developing and managing resource-loaded schedules, performance baselines, trend analysis, and executive reporting.
  • Proven ability to oversee EPC contractors, change management processes, and project controls governance in complex matrix organizations.
  • Strong communication and stakeholder management skills with the ability to translate complex project data into executive-level insights and recommendations.
Location and Commitments
  • Overtime work may be required occasionally to ensure certain deliverables are completed on time.
  • Weekend work is rare but occasionally may be necessary.
