The Broward County Transportation Department (BCT), a public transportation agency under the Broward County Board of Commissioners based in Fort Lauderdale, Florida, offers fixed-route, paratransit, community shuttle, and micro transit services within Broward County, as well as certain services to the neighboring counties. In addition, BCT will implement other modes of transit to become a multimodal agency with commuter rail, light rail, bus rapid transit and high-frequency bus service to our transit network.
Provides leadership and direction in all aspects of the development, construction, operation and maintenance of Transportation mechanical engineering projects. Responsibilities include development, oversight, direction, and completion with coordination of administrative, financial, business and information systems activities for complex and specialized sections within Mechanical Assets & Equipment section.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through meetings, conferences and reports.
Requires a Bachelor's degree from an accredited college or university with major coursework in finance, business or public administration or closely related field; Master's degree preferred.
(One yearof relevant experience may be substituted for each year of required education.)
Requires six (6) years progressively responsible experience in the administration and management of a public transit system in all aspects of the development, construction, operation and maintenance of Transportation mechanical engineering projects including some experience in the supervisory aspects of the work or closely related experience.
5+ years of mechanical engineering design and construction
5+ years in projecting and preparing budgets

Demonstrates accountability for project vision, development, and variances within schedule, scope, budget, and quality.
Provides strategic planning, advice and technical leadership in the development of mechanical standards to ensure Transportations operational and long term needs are coordinated and met.
Supports staff in resolving unexpected problems/delays related to site conditions, change orders, etc., providing updates to transit leadership.
Establishes and maintains effective working relationships with all Transportation sections, other agencies throughout Broward County, and key stakeholders.
Reviews existing departments organizations structure, reporting relationships and manpower utilization. Promotes efficient function procedures thought standardization, process improvement, simplification and implementation of new operating systems.
Attends meetings with superiors to provide information and receive input; meets with outside agencies to address issues and concerns regarding services provided.
Inspects facilities to assure proper operation including safety issues; attends and plans meetings with subordinates to identify issues and plan corrective action.
Plans the formulation and preparation of the mechanical annual operating budget from proposal through final presentation to department Director, and transit financial team.
Develops policy, SOP's, and current and future direction for the agency’s mechanical section.
Ensures all financial reporting is timely and meets county, state, federal requirements.
Provides written and/or verbal reports to agency leaders and key stakeholders.
Exercises sound judgment, recognizes issues and implements solutions.
Demonstrates strong analysis, problem solving, and conflict resolution skills.
Manages, develops and motivates staff. Participates in recruitment for vacant positions and is responsible for performance management of subordinates.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 25 pounds of force on an occasional basis or sustained keyboard operations. Requires frequent driving to park locations.
