About This Position

Join the Kitsap County Roads Division of Public Works and be part of a longstanding legacy of project delivery excellence. In this role, you'll be directly involved in constructing the roads that will shape our communities' future.

As the Construction Manager for the Roads Division, you will:

  • Lead high-impact infrastructure projects that directly improve your community's quality of life, overseeing and delivering $10-40M in annual Capital Roads Improvements Projects including all roadway classifications, bridges, and culverts with local, state, and federal funding sources.
  • Shape the future of public infrastructure by managing complex, multi-stakeholder projects from conception to completion, working with engineers, contractors, utility companies, and government agencies to deliver critical community assets.
  • Exercise significant autonomy and leadership in an established Capital Delivery team environment, where you'll have considerable latitude for independent judgment while building and leading both internal construction teams and external professional service partnerships.
  • Bridge the gap between technical expertise and public service, presenting to elected officials, community groups, and the Board of County Commissioners while ensuring every project meets the highest standards of quality, safety, and fiscal responsibility.
  • Develop the next generation of construction professionals through direct supervision and mentorship of a diverse construction personnel, while establishing new standards and procedures in this key leadership role.

What you will bring:
  • Educational Foundation: Bachelor's degree in construction management, civil engineering, or related field, with preference for advanced degrees in engineering or construction management from accredited institutions. Please note: Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
  • Proven Leadership Experience: Minimum 5 years in construction management or project management, including 2+ years of supervisory experience overseeing construction teams, managing project development, and leading design reviews.
  • Contract and Administrative Expertise: At least 1 year of contract administration experience, with deep understanding of construction contracts, specifications, change order management, and risk assessment.
  • Technical Proficiency: Advanced knowledge of construction techniques, materials testing, project scheduling, and the ability to serve as a technical resource for design engineers on constructability and schedule development.
  • Professional Credentials: Valid driver's license required, with preference for Professional Engineer license in Washington State, Construction Management Association of America certification, or Project Management Professional (PMP) certification.
  • Communication and Public Engagement Skills: Demonstrated ability to present complex technical information to diverse audiences, from contractors and engineers to community groups and elected officials.
  • Problem-Solving Mindset: Proven track record of resolving complex, unique construction challenges with minimal supervision while maintaining compliance with codes, regulations, and contract requirements.
  • Project Management: Demonstrated ability to sucessfully manage multiple projects.

  • Driving Requirements
    • The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
      • Category 1: operates County-owned vehicle, and
      • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
  • Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an “Essential Employee” under the Public Works Inclement Weather/Emergency Response policy.
  • Prior to employment, the successful candidate must:
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
