Job Description

POSITION SUMMARY:

The Senior Policy Analyst is responsible for monitoring regulations, agency activities, and conducting policy and budget analysis. They also engage in Tribal Consultation and provide technical assistance to Tribal leaders, federal agency officials, and other policymakers through service on various federal Tribal Advisory Committees. Additionally, the Senior Policy Analyst leads projects and activities related to AI/AN health. This role requires advanced knowledge of health care delivery, public health, behavioral health, the federal trust responsibility, and the legal, policy, and political frameworks impacting the Indian health care system, along with expertise in Medicare, Medicaid, and CHIP programs. The Senior Policy Analyst collaborates with the Government Relations team to develop strategies to advance NIHB’s Legislative and Policy Agenda. This full-time position is based in our Washington, DC office and requires up to 25% travel.

The National Indian Health Board (NIHB) is the nation’s premier leadership organization in Tribal policy and advocacy around health systems and appropriations, public health, and behavioral health. This dynamic nonprofit organization was created by the Tribes in 1972 to serve as the national, unified voice of the Tribes to elevate concerns and innovations around health to the highest levels of law and policymakers. NIHB also provides Tribes with critical health information, technical assistance, and programming and serves as an education and outreach bridge to media, philanthropy, and external audiences. NIHB makes an impact on the health of all American Indians and Alaska Natives as we serve all 574+ federally recognized Tribes. We passionately strive to hold the federal government accountable to uphold its trust obligations to the Tribes for health and health systems, behavioral, and public health services. NIHB serves Tribes that run their own health systems through compacting and contracting as well as those that receive their care directly from the Indian Health Service.

POSITION RESPONSIBILITIES:

Oversee the creation and implementation of various projects integral to the Government Relations team.

Track, analyze, and report on current regulations, including, but not limited to, those related to Medicaid and Medicare programs, as well as other policies and agency actions impacting AI/AN health.

Propose and prepare talking points, testimony, comments, resolutions, technical reports, data analysis, and white papers on AI/AN health-related issues, including providing advance analysis of specific topics relevant to AI/AN health.

Organize, research, and draft official responses and comments related to proposed rules and requests for information issued by federal operating divisions, including but not limited to the Centers for Medicare and Medicaid Services (CMS), Indian Health Service (IHS), Centers for Disease Control and Prevention (CDC), Department of Health and Human Services (HHS), and Department of Veterans Affairs (VA).

Educate federal agencies on ways to improve health care and public health programs and services for AI/ANs.

Serve as a technical advisor and represent NIHB at relevant meetings and conferences, including the meetings of federal Tribal Advisory Committees (TAC), and play a direct role in advising Tribal representatives on a TAC.

Assist Tribes and federal agencies in developing culturally appropriate policies that enhance Tribal health equity and improve access to healthcare and related programs.

Identify opportunities to advance NIHB's strategic plan and legislative and policy priorities in the federal and congressional policymaking arenas.

Draft content for newsletters, policy alerts, and blog posts.

Support NIHB Member Organizations by updating monthly and quarterly Board Reports.

Develop and maintain effective relationships with NIHB staff, Tribal stakeholders, federal partners, and other Indian health advocates.

Support department grant planning, implementation, evaluation, and dissemination of deliverables.

Prepare and deliver presentations to internal and external audiences on policy issues and advocacy efforts.

Other duties as assigned.

REQUIREMENTS:

A minimum of a bachelor’s degree in a relevant field is required, and an advanced degree in political science, health policy, health administration, law, or another relevant field is strongly preferred. An equivalent combination of education and experience working on federal Indian policy or with American Indian/Alaska Native Tribal governments will be considered.

A minimum five years of experience working on health policy, federal Indian policy, or with American Indian/Alaska Native Tribal governments, as well as working collaboratively with diverse stakeholders, including Tribal Leaders, Tribal health programs, intertribal organizations, legislative staff, federal agencies, and non-governmental organization.

Experience and familiarity with the Indian healthcare system and health policy issues, including knowledge of the Indian Health Service, Medicare and Medicaid, the Indian Self-Determination and Education Assistance Act (ISDEAA), and Tribal public health issues.

Must possess excellent verbal and written communication and interpersonal skills, including proven success and experience with public speaking and meeting facilitation.

Abilities to learn quickly and efficiently, work with diverse teams of people, multi-task and manage priorities.

Must possess cultural sensitivity and ability to work within the customs and traditions of various Tribal nations.
