Reports to: Coordinator, enhanced and supportive programs and services

Employment Status: Full time temporary (until July, 2027)

Bargaining Unit Status: Included

Annual Salary: $64,646.40 - $77,604.40

Language requirement: Excellent verbal and written communication in English and French are essential

About us:

Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at‑risk individuals aged 12+ and their families every month. YSB employs 400 caring professionals in a unionized environment in over 21 locations across Ottawa.

The Francophone Employment Navigator plays a critical role in supporting Francophone job seekers from minority communities in navigating the path to employment. This role is part of a province-wide initiative to establish a network of Francophone navigators working collectively to improve access, coordination, and relevance of French-language employment services. The Navigator offers culturally and linguistically appropriate services while fostering meaningful partnerships with employers and community organizations.

What will you do:

  • Offer individualized, culturally and linguistically adapted support throughout clients’ employment journeys, including job search assistance, career planning, and labour market integration.
  • Ensure an active offer of French-language services and provide resources and support that are fully accessible in French.
  • Build strong relationships with local employers and community partners to foster inclusive, welcoming work environments for Francophone job seekers.
  • Develop and implement local strategies to attract, welcome, and retain French-speaking talent in the labour market.
  • Conduct client needs assessments and provide tailored support in navigating employment and training opportunities.
  • Plan, coordinate, and facilitate small to large-scale events, including workshops, networking sessions, and employer engagement activities.
  • Align with provincial performance, quality, and accountability standards for employment services.
  • Participate in and contribute to cross-regional collaboration and knowledge sharing across the provincial Francophone navigator network.
  • Maintain up-to-date, confidential records and manage client data using digital systems.
  • Promote service offerings through public relations, community engagement, and outreach initiatives.
This opportunity may be for you if you have:
  • Post-secondary education in a relevant field such as Human Resources, Public Relations, Career Development, Community Development, Education, or a related discipline. A combination of education and equivalent, relevant experience may also be considered.
  • Minimum of 2–3 years of experience in employment services, community engagement, client support, or a related field, preferably within a Francophone or bilingual service context.
  • Experience working with Francophone and/or minority language communities is highly preferred.
  • Demonstrated success in delivering employment-related programming, including one-on-one employment support, job readiness training, or labour market integration services.
  • Experience in navigating government-funded employment programs, employment legislation, or workforce development initiatives is considered an asset.
  • Solid knowledge of challenges faced by Francophone job seekers, particularly in minority language communities.
  • Experience conducting client assessments and supporting job seekers in navigating employment systems.
  • Strong knowledge of Ottawa and area community resources and support organizations serving Francophone clients is an asset.
  • Proven ability to build community partnerships and work effectively with diverse stakeholders, including employers and service providers.
  • Proficient in Microsoft 365 (Word, Excel, Outlook, Teams, etc.) and comfortable working with databases and file management systems.
  • Experience in event planning, coordination, and facilitation, particularly for employment-related programming.
  • Demonstrated ability to work both independently and collaboratively within a team and network setting.
  • Fluent in French and English (spoken, written, and reading).

Additional Qualifications:

  • Successful applicants will be required to provide a clear Vulnerable Sector Check or Broad Police check obtained within the past six (6) months, as a condition of employment with YSB.
  • To confirm language proficiency required for this position, successful candidates may be requested to undergo an oral and written assessment conducted by a third-party provider, arranged by YSB. Candidates must meet the minimum required linguistic profile before their employment start date.
  • Valid driver’s license and access to reliable transportation are required.
  • Occasional travel outside of the Ottawa region may be required.
