PROJECT: Moffett Federal Airfield at Moffett Field, CA 94035 with Avports LLC

DEPARTMENT: Airfield Management

TITLE: Safety, Environmental and Health (SEH) Manager

PAY RANGE: $100,000 - $115,00 Annually

REPORTS TO: Airfield Manager

Responsibility Level:

Responsible for the development, implementation, and monitoring of Avports Safety, Environmental and Health (SEH) Programs, including the IS-BAH (International Standard for Business Aircraft Handling) and Safety Management System (SMS) at Moffett Federal Airfield. The chief goal is to establish a safety culture that strives to protect employees/customers, the environment and business operations.

This is a full-time benefited salaried position.

Essential Duties:

  • Manage all Safety, Environmental and Health Programs at Moffett Federal Airfield, provides regular reports to management on program status and compliance.
  • Develop, implement and monitor an employee SEH training program to ensure compliance with Company requirements, applicable Cal/OSHA, OSHA, CalEPA, NATA (National Air Transportation Association), and IS-BAH and SMS standards.
  • Manage, regularly update and review training programs, maintain accurate employee training records to ensure compliance with regulatory requirements.
  • Develop training materials and provides employee training as necessary for such programs as Injury Illness Prevention Plan (IIPP), Spill Prevention, Control, and Countermeasure (SPCC), Stormwater Pollution Prevention (SWPP), Hazard Communication, Building Emergency Action Plan, Hearing Protection Program, Lock Out Tag Out, Fall Protection, and other EHS programs.
  • Ensures that all staff complete any mandated EHS training assigned by the company or regulatory agencies, and maintain training completion records.
  • Monitors compliance with applicable regulatory EHS standards and develop, updates all program manuals, plans, SOPs, training materials as required.
  • Serves as Chair of the Safety Committee and holds monthly safety committee meetings with designated staff. Responsible for keeping meeting records to track and report progress. Also serves on the Company wide Safety Committee that meets quarterly.
  • Track all safety performance indicators and generate administrative reports to monitor trends, identify areas of concern, and support continuous improvement.
  • Write and review job hazard analysis, job safety analysis and implement safe work practices.
  • Investigates all incidents, accidents, near miss events and hazardous conditions. Conducts risk management, root cause analysis and ensures implementation of corrective actions to mitigate risks.
  • Conducts regular workplace safety, SPCC and internal IS-BAH audits to verify compliance.
  • Coordinate and serve as safety liaison for regulatory inspections, external IS-BAH and customer audits and environmental assessments.
  • Secures and maintains environmental compliance permits with pertinent regulatory agencies.
  • Holds regular safety briefings with employees to promote EHS programs.
  • Assures compliance with standards and regulations relating to ground transportation, FBO, ramp procedures, and best management practices.
  • Purchases inventory, distribution and maintain uniforms and safety equipment in a safe, clean, neat and orderly manner. Ensure all staff are provided and trained on the use of PPE.
  • Maintains Ramp Safety Program and enforces airport rules and regulations through the Airfield Access and Driver’s Training program.
  • Oversee the Hazardous Waste Storage area and ensure regulatory agency compliance through regular inspections (i.e. labelling, containment, proper disposal, documentation, etc.).
  • Creates and manages a Environmental, Health and Safety Employee Incentive Program.
  • Acts as safety liaison for airfield projects with outside contractors/vendors/organizations to oversee EHS compliance.
  • Provides assistance and recommendations on EHS issues to management.
  • Upholds all Company and EHS procedures and policies.
  • Performs other duties as assigned.

Required Knowledge, Skills and Abilities:

  • Excellent communication, organizational and technical writing skills required.
  • Strong Computer skills required.
  • Knowledge and experience with implementing Cal/OSHA, OSHA, Cal/EPA, EPA, BAAQM regulations and training.
  • Knowledge and experience in the aviation operations industry.
  • Experience in developing and managing various EHS programs in an aviation work environment.

Licenses, Registrations and/or Certificates:

  • Must pass mandatory drug screenings, criminal background checks & obtain security clearance.
  • Must maintain a valid Class C motor vehicle operator’s license as issued by the State of California.
  • Completion of a Professional Line Service Technician Certification within six months of hire date.
  • Completion of the IS-BAH program workshop within six months of hire date.
  • Completion of Safety Management System for Managers within six months of hire date.
  • Completion of ALL Cal/OSHA required training within the first 90 days of hire date.
  • Completion of ALL other Certificates/Licenses as deemed necessary within one year of hire date.

Education:

  • Bachelor Degree in Safety Engineering, Occupational Safety and Health or related field preferred.
  • Certified Safety Professional credential preferred.

Experience:

  • Five years of Occupational Safety experience in the aviation industry or similar setting.Equivalent combination of acceptable training and experience may be considered by the HR Manager and Airport Manager.

Specific vision abilities required by this job include: vision, distance vision, peripheral vision, depth perception and ability to adjust focus and to see colors. The employee is required to participate in a drug/alcohol free workplace.
