Job Description

Description:

Lodgepole, Sequoia National Park, California.

The job site location is approximately 23 miles from the Sequoia National Park Entrance Station, Three Rivers, CA; this will be the base of operations and the approximate location of the job site trailer.

This project rehabilitates the Clover Creek wastewater disposal system damaged by the KNP Fire.

Work includes:

  • Tank restoration (250,000 gal & 15,000 gal)
  • SCADA system installation and integration
  • Photovoltaic power system installation
  • Replacement of valves, spray heads, piping, vaults
  • Coordination with hazardous tree removal
  • Continuous effluent disposal during construction
  • As-Built survey and closeout documentation

Operational Constraints:

  • Maintain minimum three spray fields during summer season
  • Limit effluent disposal disruption to 8 hours max with approved Tie-In Plan
  • Manual valve access required at all times
  • Seasonal road closures (Nov–Apr); plan for winter shutdown

Period of Performance:

The project timeline is from approximately July 2026 through approximately November 2026. Exact dates of performance have yet to be determined and are dependent upon start of construction activities.

Requirements:

The CMR(s) assigned to this task order shall be able to perform the duties described below:

  • CMRs shall be knowledgeable in construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing.
  • The CMR(s) shall be computer literate, able to open and manipulate Primavera Project Planner (P3) and Microsoft (MS) Project schedules, or similar, and be proficient in Microsoft Word, Excel, and Project and other commonly used software systems. The CMR(s) must also be able to access and utilize the internet for the facilitation and management of the construction management software system provided by the CM firm under this task order.
  • The Construction Engineer/CMR shall be knowledgeable in applicable safety regulations and must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training or be able to receive such training within 90 calendar days of award of this task order at no additional cost to the Government.
  • Additional training may be required such as Federal Information Systems Security training or other NPS required training for gaining access to Government Internet and Intranet systems. Any such NPS required training will be permitted to be performed as part of the CMR’s billable hours under this Task Order.
  • Provide a Resume of the CMR(s) with information including Name, Past CMR project experience, and any pertinent qualifications applicable to CMR Services for Waste-Water Treatment Plant Construction (or equivalent).

General Description of Required Services

  • Provide one (1) or more qualified and experienced individual(s) to serve in the role of Construction Management Representative (CMR) ? (1) CMR is expected to perform during daytime construction activities, and (1) CMR is expected to perform during nighttime construction activities.
  • Perform and coordinate project communications
  • Coordinate project activities with project stakeholders
  • Provide on-site administration of the construction contract
  • Facilitate, arrange, and attend meetings
  • Review and prepare responses to construction submittals and RFIs
  • Maintain a submittal register to be provided to the project stakeholders upon request
  • Prepare, review, and analyze construction modification documents
  • Inspect the work of the construction contractor, perform on-site inspections of the construction work, materials, means and methods to ensure compliance with the contract documents
  • Monitor and inspect the work of the construction contractor to ensure compliance with the project permits and required environmental mitigation measures
  • Perform special services as specified herein
  • Perform special inspections as specified herein
  • Provide the project management software program to be used by all stakeholders for this project

All work performed on the park facilities and within the park shall be undertaken with utmost care to ensure respect and preserve the natural and cultural resources. Work shall minimize impacts to park resources and shall comply with all contract and project permit requirements regarding resource protection and mitigation measures.

Work shall minimize disruption of on-going NPS operations and facility maintenance activities within the park. The CMR is responsible for coordinating the Construction Contractor’s efforts with Park Staff's daily operations.
