POSITION TITLE: Parent Referral and Recruitment Specialist CCR&R (Bilingual)

STATUS: Exempt, FT GRADE: 2

SALARY: $42K-$46K

DEPT: Early Childhood Services

PROGRAM: Child Care Resource & Referral

REPORTS TO: Coordinator of Community Engagement

SUMMARY: The Parent Referral and Recruitment Specialist– CCR&R provides childcare referrals to families and community groups around consumer education in regard to quality child. This position also facilitates referrals and develops recruitment strategies on behalf of YWCA programs.

COLLABORATES WITH: The Community Engagement Coordinator, Community Engagement Specialists and members of the Youth and Family Potential Team.

ESSENTIAL RESPONSIBILITIES:

Key Responsibilities:

· Maintain thorough knowledge of child care availability by providing consultation, information and resources for families who are seeking help in caring for a dependent based on parent’s requests and needs in DuPage, Kane, and Lake County.

· Provides consumer education and referrals for parents/guardians.

· Must collect and enter information on parents/guardians and children in standard and computerized format of statewide CCR&R system.

· Must collect information on each family’s child care needs.

· Provide families with information on eligibility for subsidized care.

· Maintain working knowledge of the child care assistance program (CCAP) and all YWCA early childhood programs.

· Plan and implement recruitment strategies to support parent outreach in YWCA programs.

· Provide consumer education and child care referrals to parents/guardians.

· Maintain DTP database and family referral request.

· Establish and maintain working relationships with outside agencies and community groups to support YWCA programming including appropriate family service agencies that support children experiencing homelessness and children with special needs.

· Complete a basic CSD training within 6 months of hire.

· Develop community partnership agreements on behalf of all early childhood services programs.

· Attend and participate in community events served by early childhood programs to promote recruitment and enrollment in existing programs.

NON-ESSENTIAL RESPONSIBILITIES: Participate in family services, community and program meetings, as appropriate. Must be Gateways Registry Member within 2 months of employment.

OTHER DUTIES AS ASSIGNED: Other duties outside of the responsibilities of the position may be assigned, whether for a project, special needs task or other assignment.

¨QUALIFICATIONS:

¨ Bilingual Spanish Required

¨ Effective spoken, written and communication skills are necessary, including communication with community partners and parents are necessary. A general knowledge of community resources is desirable. Ability to work collaboratively with individuals from various education, socioeconomic, and cultural backgrounds

¨ Thrives in an environment in which collaboration, partnership, and empowerment are the key cultural elements

¨ Must have reliable transportation and willing to travel in Lake DuPage and Kane Counties

Professional Training Required: A minimum of fifteen (15) hours of professional training related to Early Childhood and/or to the responsibilities of the position is required annually.

*Note: A Bilingual Parent Referral and Recruitment Specialist who works with a foreign language speaking community must demonstrate cultural competency with that community and fluency in both English and the community’s language (oral and written).

EDUCATION REQUIRED: Associate’s Degree from an accredited college or university in one of the following related fields (ECE, Child Development, Child Psychology/Behavioral Sciences, Family Consumer Sciences, Social Work, Elementary Education, Child Welfare, Family Services); OR Associate’s Degree with minimum of two (2) years-experience in the ECE field preferred.

WORK ENVIRONMENT: The work environment includes offices; members and visitors may visit with children. The noise level is usually moderate. Movement requirements include walking, stooping or kneeling. There may be a need to reach, lift or move objects, such as packages, supplies and computers. Normal (or corrected) vision range; ability to see color and to distinguish letters, numbers and symbols are necessary to the work, which may require close viewing. Occasionally may need to lift and/or move up to 30 pounds. Communication needs include seeing, hearing and speaking. While in the office, there will be periods of sitting, holding a telephone and using computers. Reasonable accommodation may be made for an incumbent to meet the essential responsibilities of the position.

WORK SCHEDULE: Monday – Friday, 8:00 am-4:00pm. This position will require work on some evenings and weekends. Remote work option 2 days per week Schedule can vary depending on the needs of the agency.

Salary range: 42K-46K depending on experience and qualifications.
