PROGRAM ANALYST SME
POSITION SUMMARY:
The Maintenance Operations Manager oversees all Field and Sustainment Maintenance activities IAW AR 750-1, Technical Manuals, Performance Work Statement (PWS), and Customer Support Agreements (CSAs). This role ensures WFS maintenance operations are coordinated, executed, and documented using GCSS-Army and other Programs of Record to optimize equipment readiness, reduce downtime, and provide compliant and timely support to all supported units. The Maintenance Operations Manager develops SOPs, monitors maintenance operations, guides technical and administrative personnel, directs production workflow, ensures regulatory compliance, and maintains visibility and reviews over metrics, trends, financial data, and logistical integration essential to maintenance success. Serves as the senior maintenance SME coordinator interfacing with the FRA Site Lead, Deputy, COR, ACOR PMO, supported units, and stakeholders to ensure cost, schedule, and performance objectives are met.

Maintenance operations may be conducted in shops, warehouse, or outdoor environments with exposure to physical hazards, weather, and equipment risks. Personnel must comply with OSHA, EPA, Fire Regulations, Army Safety Program standards, and local host-nation policies. PPE may include head, hand, foot, respiratory, and vision protection when TDY.

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

HOW A MAINTENANCE OPERATIONS MANAGER WILL MAKE AN IMPACT
- Oversees daily Field and Sustainment maintenance operations IAW AR 750-1 and applicable TMs. Develops and establishes SOPs
- Reviews and sets maintenance priorities based on COR guidance and customer requirements.
- Reviews/Audits Work Orders in GCSS- DevelopsArmy, ensuring accurate fault documentation, man-hour reporting, parts ordering, and maintenance status updates.
- Achieves maintenance Turn-Around-Time (TAT) objectives; strives to return 90% of Sustainment Work Orders to FMC within 120 hours.
- Attends FRAs weekly Production Control / Maintenance meetings and coordinates with senior staff and COR representatives.
- Oversee responsible research, cyclic maintenance reviews, and discrepancy analysis using GCSS-Army data.
- Develops and maintains internal and external SOPs for maintenance shops including Electronics, Power Generation, and specialized sections.
- Ensures calibration compliance for TMDE assets and accurate maintenance technical data.
- Maintains audit readiness and ensures regulatory compliance with AR 750-1, AR 735-5, DA PAM 750-8, DFAR, and PWS requirements.
- Integrates maintenance operations with supply activities to ensure parts availability, accuracy of ASL/CAP/GFE inventories, and adherence to procurement timelines.
- Oversees site-level financial tracking, ROM development, PR/TAR/ITR approval, and contract burn-rate analysis.
- Serves as the senior maintenance representative in readiness briefs, staff meetings, customer engagements, and operational planning events.
- Provides performance management, coaching, hiring decisions, onboarding, and employee development for maintenance personnel.
MAINTENANCE MANAGEMENT TASKS
- Establish and maintain shop priorities; adjust workload based on ACOR direction and mission requirements.
- Review and analyze the Weekly Activity Report (WAR) and Weekly/Monthly Customer Maintenance Reports.
- Review GCSS-Army maintenance reports to identify trends, bottlenecks, and opportunities to reduce repair-cycle time.
- Oversee FSR workload assignment and ensure Section Leads properly manage workflow.
- Maintain compliance with AR 750-1, TMs, CSAs, and PWS for all maintenance activities.
- Ensure production control functions-including scheduling, man-hour tracking, and maintenance status-are accurate and timely.
LOGISTICAL INTEGRATION TASKS
- Coordinate procurement and supply actions required for maintenance operations (PRs, NSN purchases, leasing, etc.).
- Ensure shipping/receiving is executed IAW GDITs Trade and Compliance, ITAR and ARCENT policies.
- Oversee ASL, CAP, and GFE asset inventories to maintain 100% accountability.
- Coordinate with SSA / supply operations to reduce customer wait times and improve maintenance throughput.
- Ensure proper disposition of repair parts, RMAs, and retrograde materials.
FINANCIAL MANAGEMENT TASKS
- Track maintenance-related expenditures and contract funding to ensure execution remains within approved ROM and contract scope.
- Review CTN balances, burn-rates, and cost projections; prevent off-charging.
- Approve PRs, TARs, and ITRs tied to maintenance requirements.
- Conduct weekly budget meetings with COR, budget analyst, and deputy staff.
PERSONNEL MANAGEMENT TASKS
- Conduct manpower analysis to ensure maintenance sections are properly staffed.
WHAT YOU'LL NEED TO SUCCEED
- BA/BS or equivalent required; advanced logistics/maintenance training preferred.
- 15+ years of Army maintenance management or equivalent military/civilian experience.
- Demonstrated expertise in AR 750-1, GCSS-Army, and sustainment maintenance processes.
- Experience leading multi-disciplinary maintenance teams.
- Strong analytical skills and the ability to interpret maintenance, financial, and logistics data.
- Experience with DoD procurement, Army supply regulations, and operational maintenance planning.
- Ability to travel 50% of the time within CONUS/OCONUS as required.
- Strong communication, analytical, and problem-solving skills.
- Ability to work in austere, deployed, or extreme-climate environments.
- Active U.S. Secret clearance.
- Valid U.S. passport.
- Willingness to deploy TDY to all FRSs to include the CENTCOM AO or other assigned Southwest Asia locations.
