This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Business Analyst – Change & Configuration Management, Intermediate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs, projects, and operational initiatives.

The Business Analyst provides business analysis expertise and works closely with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors to understand business needs, analyze current and target processes, define and manage requirements, develop actionable business and technical artifacts, support testing and implementation, and identify opportunities for process improvement and modernization.

In addition to core business analysis responsibilities, this position provides functional expertise in Change and Configuration Management (CCM), including configuration identification, status accounting, change control, release management, Configuration Management Database (CMDB) processes, Configuration Control Board (CCB) activities, configuration audits, and associated documentation and reporting. The position helps maintain effective operational controls, accurate configuration records, compliant processes, and reliable change-management practices while supporting technology modernization and service delivery improvements.

DUTIES AND RESPONSIBILITIES

Business Analysis

  • Elicit, analyze, validate, document, and manage business, functional, technical, and system requirements.
  • Map current-state, future-state, and interim business processes and recommend opportunities for improvement, modernization, automation, and increased efficiency.
  • Develop user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs.
  • Prepare requirements, implementation statements, and supporting documentation for NIST Special Publication 800-53 control assessments.
  • Support privacy and security documentation, including identification of Personally Identifiable Information (PII), Privacy Impact Assessments (PIAs), and Privacy Threshold Analyses (PTAs).
  • Develop business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and other business and technical artifacts.
  • Create and maintain models using Microsoft Visio and manage boards, test plans, dashboards, and related artifacts using Azure DevOps or other Government-authorized tools.
  • Conduct research and analysis supporting process improvement, business process reengineering, IT modernization, shared services, and technology implementation.
  • Develop and execute test cases, test scripts, datasets, and acceptance criteria based on approved requirements and user input.
  • Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.
  • Review cost, schedule, performance, and compliance requirements associated with federal IT investments.
  • Lead assigned analytical activities and track associated risks, issues, milestones, dependencies, and deliverables.
  • Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors to translate business needs into clear requirements, processes, models, testable outcomes, and actionable deliverables.

Change & Configuration Management

  • Provide specialized business analysis support for configuration management, change control, and release-management processes.
  • Analyze and document current-state and target-state Change and Configuration Management (CCM) processes.
  • Support development, maintenance, and continuous improvement of the OIT Configuration Management Plan and associated processes and procedures.
  • Support configuration identification and configuration status-accounting activities.
  • Analyze change and release-management workflows and identify opportunities to improve efficiency, controls, traceability, and compliance.
  • Maintain and validate configuration information, records, baselines, and supporting artifacts.
  • Support Configuration Management Database (CMDB) processes and help ensure configuration records are accurate, complete, current, and appropriately maintained.
  • Facilitate Configuration Control Board (CCB) activities, including meeting preparation, change documentation, decision tracking, action items, approvals, and follow-up activities.
  • Support change-request intake, evaluation, impact analysis, prioritization, approval, implementation, and closure processes.
  • Support release-management activities and help maintain appropriate traceability between approved changes, releases, configuration items, and associated documentation.
  • Support configuration audits, document findings and corrective actions, and assist with audit responses and remediation tracking.
  • Analyze CCM data and metrics to identify trends, recurring issues, process gaps, risks, and opportunities for continuous improvement.
  • Develop and maintain process models, workflows, business and functional requirements, procedures, reports, dashboards, and other artifacts supporting Change and Configuration Management.
  • Coordinate with technical teams, service-management personnel, security teams, vendors, and Government stakeholders to support effective configuration, change, and release-management practices.

REQUIRED EXPERIENCE AND QUALIFICATIONS

  • Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments.
  • Demonstrated experience analyzing and resolving complex IT project or program management issues in accordance with applicable federal laws, regulations, policies, and procedures.
  • Demonstrated experience supporting configuration management, change control, and release-management processes.
  • Experience supporting CMDB processes, configuration records and artifacts, Configuration Control Board (CCB) processes, and configuration audits.
  • Experience analyzing and documenting current-state and target-state configuration and change-management processes and workflows.
  • Knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.
  • Knowledge of business process improvement and business process reengineering methodologies as applied to modernization initiatives.
  • Practical experience with configuration management, Information Technology Infrastructure Library (ITIL) practices, change management, IT Asset Management, and IT service-request fulfillment.
  • Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement.
  • Knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), System Development Life Cycle (SDLC), Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), and Federal Information Security Modernization Act (FISMA).
  • Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.
  • Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.
  • Proven ability to manage multiple priorities and meet project schedule, quality, and performance requirements.
  • Demonstrated ability to work effectively with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors.
  • U.S. Citizenship Required.
  • Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
  • Must meet all applicable federal contract requirements.

PREFERRED QUALIFICATIONS

  • Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
  • Experience working within NIST- and/or DOI-controlled IT environments.
  • Experience supporting federal IT asset, license, property, change, configuration, or release-management activities.
  • Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.
  • Experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools.
  • Demonstrated hands-on experience in Change and Configuration Management with the ability to apply that expertise within an integrated project management and business analysis environment.
  • Active Government security clearance.

This position primarily involves work in a professional office or remote work environment. The employee must be able to perform the essential functions of the position with or without reasonable accommodation.
