This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking a Business Analyst – Associate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs and initiatives.

Working with project and program managers, technical personnel, federal clients, Government stakeholders, and the Federal Task Lead, the Business Analyst provides business analysis and consulting support across requirements development, process improvement, IT modernization, IT Asset Management, and Change and Configuration Management activities.

The position assists with analyzing business needs, documenting current and future processes, developing and maintaining requirements and technical artifacts, maintaining accurate operational records, responding to customer requests, supporting testing and implementation activities, and helping ensure processes and deliverables comply with applicable federal, Department of the Interior (DOI), and Indian Affairs standards.

DUTIES AND RESPONSIBILITIES

Business Analysis

  • Gather, analyze, validate, document, and maintain business, functional, technical, and system requirements.
  • Map current-state, interim-state, and future-state business processes and assist with identifying opportunities for process improvement, modernization, automation, and increased efficiency.
  • Develop user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs.
  • Develop and maintain business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and other business and technical artifacts.
  • Create and maintain models using Microsoft Visio or comparable Government-authorized tools.
  • Manage and update boards, test plans, dashboards, requirements, and related artifacts using Azure DevOps or other authorized tools.
  • Conduct research and analysis supporting process improvement, business process reengineering, IT modernization, shared services, and technology implementation.
  • Support testing activities, usability assessments, stakeholder interviews, requirements sessions, training, and knowledge-transfer activities.
  • Assist with translating stakeholder and customer needs into clearly documented business and system requirements.
  • Track assigned activities, risks, issues, milestones, action items, and deliverables to support timely project execution.
  • Support development of reports, dashboards, process documentation, presentations, and other analytical deliverables.
  • Collaborate with Government stakeholders, project managers, technical personnel, vendors, and other contractors to support project and operational requirements.

IT Asset Management

  • Support analysis and documentation of hardware, software, licensing, and property-management processes.
  • Assist with IT service-request fulfillment and analysis of customer hardware and software requests.
  • Maintain and analyze asset and product information within applicable repositories, systems, and catalogs.
  • Support analysis of software and hardware products undergoing technical review.
  • Assist with product-authorization processes and associated risk, approval, and status tracking.
  • Support automated and manual IT Asset Management processes.
  • Assist with maintaining accurate hardware, software, licensing, and property records.
  • Identify opportunities to improve asset-management workflows, data quality, operational efficiency, and customer service.
  • Develop and maintain requirements, process models, reports, dashboards, workflows, and supporting documentation for IT Asset Management activities.
  • Work with IT Service Management (ITSM) and ticketing systems, enterprise asset repositories and catalogs, Microsoft Intune, or comparable enterprise platforms as required.

Change & Configuration Management

  • Support analysis and documentation of current-state and target-state Change and Configuration Management (CCM) processes.
  • Assist with maintenance of the OIT Configuration Management Plan and associated processes and procedures.
  • Support configuration identification and configuration status-accounting activities.
  • Analyze change and release-management workflows and assist with identifying opportunities for process improvement.
  • Maintain and validate configuration information, records, and supporting artifacts.
  • Support Configuration Management Database (CMDB) processes and maintenance of configuration information.
  • Assist with Configuration Control Board (CCB) activities, including meeting preparation, documentation, decision tracking, and action-item follow-up.
  • Support change and release-management activities and associated documentation.
  • Assist with configuration audits, findings, corrective actions, and responses.
  • Develop and maintain process models, workflows, requirements, procedures, reports, dashboards, and other artifacts supporting Change and Configuration Management.

REQUIRED EXPERIENCE AND QUALIFICATIONS

  • Minimum of three (3) years of experience providing business analysis or consulting services to management and technical personnel supporting federal IT investments.
  • Experience assisting with IT project or program management activities in accordance with applicable federal laws, regulations, policies, and procedures.
  • Practical knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.
  • Knowledge of business process improvement and business process reengineering methodologies as applied to process modernization.
  • Knowledge of configuration management, Information Technology Infrastructure Library (ITIL) practices, change management, IT Asset Management, and IT service-request fulfillment.
  • Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement.
  • Experience or familiarity with IT Service Management/ticketing systems, enterprise asset repositories and catalogs, Microsoft Intune, or comparable enterprise platforms.
  • Experience working with automated and manual asset-management processes.
  • Ability to facilitate groups, conduct stakeholder interviews, provide training, and support knowledge-transfer activities.
  • Knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), System Development Life Cycle (SDLC), Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), and Federal Information Security Modernization Act (FISMA).
  • Proven ability to support federal IT investment cost, schedule, performance, and compliance requirements.
  • Strong written and verbal communication skills with the ability to communicate effectively with team members, Government stakeholders, technical personnel, and senior leadership.
  • Proven ability to manage assigned priorities and meet project schedule, quality, and performance requirements.
  • U.S. Citizenship Required.
  • Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
  • Must meet all applicable federal contract requirements.

PREFERRED QUALIFICATIONS

  • Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
  • Experience supporting federal IT asset, software license, property, change, configuration, or release-management activities.
  • Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.
  • Experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools.
  • Active Government security clearance.

PHYSICAL DEMANDS

This position primarily involves work in a professional office or remote work environment. The employee must be able to perform the essential functions of the position with or without reasonable accommodation. Duties may require prolonged periods of sitting and working at a computer, frequent use of standard office equipment, and effective verbal and written communication.
