Job Description
OCH Technologies is looking for an experienced Proposal Manager / BD Analyst to join our growing team and help drive our federal business development initiatives. In this key role, you’ll shape our proposal strategy and lead cross-functional teams to deliver winning solutions for FAA, DOD/DHS, and Civilian markets. Working directly with OCH leadership, technical experts, and recruiting teams, you'll capture our competitive edge and translate it into compelling proposals that showcase our IT solutions.
We are seeking a strategic thinker with demonstrated experience in Federal Government business development and proposal management, along with the ability to lead multi-contractor teams. Strong communication skills and the ability to perform effectively under tight deadlines are essential to developing clear, compliant, and compelling proposals that effectively communicate OCH’s value proposition.
Location
Hybrid - Expectation of one day per week in Sterling, VA (OCH Headquarters)
Potential for meetings in Washington, DC or the DC Metro area to support proposal efforts
Core Responsibilities & Duties
Proposal Management / Operations- Lead cross-functional proposal teams in developing compliant, technically accurate, and competitive federal proposals across IT Project Management, DevSecOps, Software Development, Network Infrastructure, and Cybersecurity domains.
- Manage end-to-end proposal operations, including schedules, compliance matrices, outlines, storyboards, content development, and final deliverables in accordance with solicitation requirements.
- Facilitate and manage proposal review cycles, including Pink, Red, and Gold Team reviews, ensuring incorporation of feedback and adherence to quality standards and submission deadlines.
- Drive continuous process improvement initiatives by leveraging lessons learned, proposal performance metrics, and AI/LLM-enabled tools to enhance proposal efficiency, quality, and win strategy execution.
- Analyze federal business opportunities against organizational capabilities, past performance, customer relationships, and strategic growth objectives to support bid/no-bid decisions.
- Support the full opportunity lifecycle from identification through proposal submission, including capture planning, call plans, gate reviews, and pre-proposal activities.
- Utilize CRM systems to track pipeline opportunities, manage opportunity data, and develop RFI/RFQ responses to evaluate and recommend pursuit strategies.
- Develop and refine win themes, discriminators, and value propositions that highlight organizational strengths and competitive advantages within the federal marketplace.
- Collaborate with SMEs, technical leads, and solution architects to translate complex technical solutions into compelling proposal narratives, management approaches, and supporting graphics.
- Coordinate cross-functional stakeholders across business development, technical teams, recruiting, contracts, and executive leadership to ensure accountability and timely completion of proposal deliverables.
Responsibilities may evolve over time to support team and organizational goals, but will remain consistent with the overall scope of the role.
Requirements:Minimum Qualifications
Education
Bachelor's degree in information technology, Communications, Technical Writing, or a related field
Experience
- At least six (6)+ years of experience in proposal management, technical writing, and/or IT-related requirements gathering for federal projects
- Experience reviewing solicitations and managing Federal Government proposal responses in the IT arena
- Experience serving as a Proposal Manager, Book Boss, Volume Lead, and/or Proposal Coordinator
- Excellent communication skills, including technical writing, editing, and verbal communication
- Ability to translate complex technical concepts into clear, engaging language and/or supporting visuals such as tables, process flows, and infographics for various audiences
- Strong attention to detail with the ability to create and maintain compliance matrices to ensure the highest quality final submission documentation?
Security Clearance Requirement
Candidate must have the ability to obtain and maintain a Secret Clearance
Preferred Qualifications
- Familiar with Shipley Proposal Development or other proven proposal management processes
- Experienced power user of opportunity-based CRM systems, including automation workflows and process optimization
- Understanding and utilization of Artificial Intelligence (AI) and Large Language Models (LLMs) to leverage existing company capabilities and enhance OCH’s reach to federal customers
- Proficient in Microsoft Office, Microsoft SharePoint, AI/large language model (LLM) platforms, and other relevant tools
- Familiarity with the DevOps lifecycle, Agile methodologies, and common technical IT terms and concepts
