Job Description
Position Title: Director of Finance
Departments: Accounting/Payroll/Purchasing
Reports to: Assistant Executive Director
Salary: $90,000
Reporting to the Assistant Executive Director, the Director of Finance for Vineland Housing Authority is responsible for managing staff functions to establish and maintain consistent application of processes and procedures in the following areas: accounting, financial controls, budgeting, financial reporting, procurement and contracting, information technology and management systems. The Director of Finance will manage all aspects of the Housing Authority’s financial programs in accordance with HUD rules and regulations. The function of this position also involves responsibility for developing, coordinating, and implementing financial policies, procedures, and plans as well as the development, coordination, and maintenance of a comprehensive system for the analysis, evaluation, and synthesis of financial data to provide management with effective financial control. The Director shall demonstrate strong cognitive ability in assessing and evaluating problems. Apply all rules and regulations to provide order, fairness, and equality. Contribute towards the achievement of the Authority’s goals and objectives.
Job Duties:
• Analyze budget requests.
• Determines proposed salary changes.
• Reviews all requisitions for appropriate expenditure of funds and resolves all questioned vouchers and requisitions.
• Authorizes the disbursement of funds.
• Reviews budget practices and performs research to make the budget a more meaningful document.
• Directs the preparation of the budget.
• Assures adherence to contractual obligations.
• Assigns and supervises the work of subordinates.
• Complex financial statement reporting.
• Directs the preparation of annual financial statements and reports required by law or contracts.
• Conducts periodic studies to determine the effectiveness of current financial control methods.
• Directs all activities pertaining to the disbursement and collection of funds, and the installation of a uniform system of accounts and accounting procedures.
• Develops and maintains an accounting system.
• Prepares the annual debt statement according to law.
• Prepare supplemental debt statements according to local bond law and municipal bond ordinances.
• Administers the municipal debt sale of bond anticipation notes and bonds, the preparation of necessary financial and statistical data, and the bond sale prospectus, if necessary.
• Transfers funds from one account to another.
• Manages procurement, including vendor selection, contract negotiation, and cost control.
• Performs other duties, as assigned.
Qualifications & Education
Bachelor’s Degree from an accredited college or university in Finance, Accounting, Public Administration, Urban Policy & Development, or related field. Minimum of five years’ professional experience involving governmental finance, accounting, IT, and purchasing is required. An MBA or CPA is preferred. The successful candidate must have working knowledge and familiarity with HUD accounting and reporting requirements and proven management skills necessary to effectively plan, motivate, train, and supervise the work of professional and technical staff as well as vendors and contractors. Knowledge of the principals and practices of HUD Public Housing Programs and Housing Choice Voucher Management, Low Income Housing Tax Credit Program (LIHTC), Housing Quality Standards, Management Information Systems, governmental and HUD regulations relating to all Authority programs. Knowledge and experience in reading and interpreting State, Federal regulations.
• Possession of a valid N.J. State Driver’s License and daily access to a vehicle for business purposes.
• Knowledge of and familiarity with the Housing Choice Voucher (HCV Section 8) program.
• Knowledge of YARDI or other Property software programs a plus.
• Familiarity with assisted rental housing programs and knowledge of housing programs is preferred.
• Knowledge of the principles, methods, and procedures used in budgeting, accounting, internal auditing, program evaluation, and financial and managerial reporting.
• Knowledge of the laws, rules, and regulations governing the installation, operation, and keeping of accounts and their application to specific situations.
• Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions, and recommendations.
• Knowledge of modern government budgeting problems, practices, and methods and their application to specific situations.
• Ability to utilize principles, methods, techniques, and systems of fiscal management.
• Ability to assist in developing, applying, and adjusting financial plans and policies to attain objectives.
• Ability to establish and maintain effective working relationships with all levels of management.
• Ability to apply sound, independent judgment in the solutions of financial problems and in the administration of financial programs.
• Ability to make oral and written presentations in a clear, concise manner.
• Ability to learn to utilize diverse types of electronic and/or manual recording and information systems used by the agency, office, or related units.
