Fleet Operations Instructor
Military Sealift Command (MSC) Underway Replenishment Training Center (MUTC)

Anchor Innovation is seeking two Fleet Operations Instructors to support the Military Sealift Command (MSC) Underway Replenishment Training Center (MUTC) in Virginia Beach, Virginia.
These positions support the growing demand for MSC operational readiness training and will serve as part of the Operations Department instructional cadre responsible for delivering resident and exportable training to Civil Service Mariners (CIVMARs), Navy Reservists, and other maritime professionals supporting fleet operations worldwide.
The ideal candidate brings operational maritime experience and a strong understanding of how naval and military sealift operations are planned, coordinated, and executed. This role is focused on preparing students to operate effectively within today's increasingly complex and contested maritime environment.
Primary Responsibilities
- Deliver resident and exportable Operations Department training courses at MSC training facilities and operational locations worldwide.
- Instruct Basic Operations Course (BOC), Advanced Operations Course (AOC), Communications Training, and related operational readiness curriculum.
- Teach subjects including:
- Fleet operations and maritime logistics
- Navy command and control relationships
- Operational planning and reporting
- Operational Risk Management
- Intelligence and threat awareness
- Operations in a contested maritime environment
- Tactical communications
- Naval messaging procedures
- Emissions Control (EMCON)
- Maritime collaboration and information sharing
- Conduct training both in classroom environments and aboard operational vessels when required.
- Support exportable training missions at MSC facilities, fleet concentration areas, and forward-deployed locations.
- Evaluate student performance and provide operational mentorship based on real-world experience.
- Assist with curriculum updates and continuous improvement efforts to ensure training remains aligned with fleet requirements.
- Support special projects, readiness initiatives, and operational assessments as assigned.
Required Qualifications
- Former Surface Warfare Officer, Operations Officer, Navigator, Merchant Marine Officer, MSC Deck Officer, Operations Specialist, Communications professional, Senior Enlisted Leader, or equivalent maritime operations professional.
- Demonstrated experience supporting fleet operations, maritime logistics, shipboard operations, operational planning, or maritime command and control functions.
- Ability to communicate complex operational concepts to adult learners.
- Strong briefing, presentation, and instructional skills.
- Ability to obtain and maintain a SECRET security clearance.
Preferred Qualifications
- Military Sealift Command experience.
- Experience serving aboard Combat Logistics Force or strategic sealift vessels.
- Prior instructor, evaluator, or training experience.
- Experience supporting fleet staffs, maritime operations centers, strike groups, expeditionary commands, or operational planning organizations.
- Familiarity with contested maritime operations and current naval operating concepts.
Travel Requirements
This position includes routine travel in support of MSC exportable training requirements.
Instructors should expect periodic travel aboard MSC vessels and to operational locations worldwide. Assignments may include shipboard training, fleet readiness events, overseas training missions, and rotational support to forward-deployed maritime operations.
Candidates should be comfortable operating independently, traveling frequently, and representing MSC and Anchor Innovation in professional operational environments.
