Join a Growing Government ContractorAnchor Innovation, Inc. is seeking a detail-oriented and analytical Project Billing & Finance Analyst to join our growing Finance team in Virginia Beach, VA.

This position is ideal for a finance professional with government contracting experience who enjoys combining project accounting, contract billing, financial analysis, and business operations. You'll work closely with Program Managers, Contracts, and Finance leadership to ensure projects are financially successful from contract setup through final invoicing.

What You'll DoAs a Project Finance Analyst, you'll be responsible for supporting the financial administration of multiple government contracts while ensuring compliance with contract requirements, company policies, and applicable regulations.
Your responsibilities will include:
- Establishing new projects and maintaining project setup within Deltek Costpoint
- Preparing, reviewing, and submitting customer invoices in accordance with contract requirements
- Managing monthly government contract billing and ensuring timely invoice submission
- Monitoring and resolving outstanding accounts receivable balances
- Analyzing unbilled receivables and identifying opportunities to improve cash flow
- Preparing project financial reports and communicating project performance to management
- Monitoring contract funding levels and preparing Limitation of Funds (LOF) notifications
- Performing project financial analysis, including:
- Budget vs. Actual reporting
- Revenue and cost analysis
- Funding requirements
- Estimates at Completion (EAC) / Estimates to Complete (ETC)
- Labor utilization and staffing analysis
- Assisting with pricing proposals, contract modifications, and new business opportunities
- Reviewing employee travel expense reports for compliance with the Joint Travel Regulations (JTR)
- Collaborating with Finance, Contracts, Payroll, and Program Management to resolve financial issues and improve processes
- Identifying opportunities to improve billing accuracy, reporting, and operational efficiency
- Performing other related duties as assigned
- U.S. Citizenship
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field (or equivalent directly related experience)
- Strong Microsoft Excel skills, including formulas, lookups, and data analysis
- Excellent analytical and problem-solving abilities
- Strong attention to detail and organizational skills
- Ability to prioritize multiple deadlines in a fast-paced environment
- Excellent written and verbal communication skills
- Ability to work independently while collaborating effectively across departments
- 3+ years of government contracting or project accounting experience
- Experience with Deltek Costpoint
- Knowledge of Federal Acquisition Regulation (FAR) requirements
- Understanding of Generally Accepted Accounting Principles (GAAP)
- Experience with government contract billing, funding management, and project financial reporting
- Experience supporting proposal pricing and contract modifications
